Authority: LONDON NORTH EASTERN RAILWAY LIMITED (Public body)
What is being bought
Published requirement descriptionLondon North Eastern Railway (LNER) is exploring opportunities to transform its Lost Property service through the introduction of an innovative, customer-focused and digitally enabled operating model.
LNER is seeking to develop an integrated, end-to-end Lost Property service that improves the experience for customers, reduces administrative activity for frontline colleagues and supports the efficient management and repatriation of lost items.
Our proposed procurement approach comprises two complementary lots:
- Lot 1 – Digital Lost Property Management Solution
- Lot 2 – Logistics, Centralised Storage and Physical Lost Property Management
The proposed solution would support LNER's 13 managed stations and integrate with a separately provided physical Lost Property management service.
Areas of interest include:
- Customer experience: Accessible online reporting, self-service tracking, proactive communications and clear customer information.
- Operational functionality: Simple item registration, categorisation, photographic records and secure case management for colleagues.
- Intelligent matching: Search capabilities, automated matching and opportunities to responsibly apply artificial intelligence.
- Integration: Secure information exchange with logistics providers and other relevant LNER systems.
- Repatriation: Digital support for ownership verification, customer collection, courier arrangements and payments where applicable.
- Management information: Reliable data, performance reporting, audit trails and operational dashboards.
- Future development: A scalable, technology-agnostic solution capable of supporting innovation and future railway requirements.
LNER welcomes engagement with suppliers offering established digital platforms as well as those providing innovative or alternative technology solutions.
LNER is exploring the appointment of a supplier to manage the physical Lost Property journey following transfer from LNER's local station arrangements.
The proposed service would cover LNER's 13 managed stations, with the flexibility to support future developments.
Under the indicative operating model, items would ordinarily remain within local LNER arrangements for up to 10 days before transferring to a centralised management provider.
LNER's initial preference is to explore a hub-and-spoke logistics approach, although alternative solutions that demonstrate operational, customer or commercial benefits would be welcomed.
Areas of interest include:
- Station and hub logistics: Scheduled collections, consolidation, secure transportation and efficient transfer arrangements.
- Centralised storage: Secure receipt, processing, inventory management and storage of lost property.
- Chain of custody: Comprehensive tracking, accountability and audit arrangements throughout the physical journey.
- Customer repatriation: Convenient collection, courier and delivery options, including appropriate ownership verification.
- Specialist handling: Appropriate management of valuable, sensitive, fragile and unusual items.
- Retention and disposal: Responsible management of unclaimed property, including recycling, reuse, charitable donation and other approved disposal methods.
- Digital integration: Effective interaction with the appointed digital Lost Property platform, ensuring accurate and timely item-status updates.
- Sustainability and resilience: Efficient logistics, responsible environmental practices and robust business continuity arrangements.

How the contest usually goes
Winner shares use published awards; bid and price charts use contested lots.
i
How often small and medium firms win.
Share of awards where the winner’s size is known.
The counts under this question show how many awards have a known supplier size.
Small firms have won here. Neither number says whether you qualify; it describes who has been winning.
i
How often local firms win similar work.
Winners with a registered address in the delivery region, out of awards with a known address.
Local means the winner is registered in the region where that award was delivered.
A local branch does not count if the registered address is elsewhere.
Most of this buyer’s recorded winners were registered in the region where that award was delivered.
i
How long buyers here take to decide after bids close.
Middle value in days from the bid deadline to the award date, on competitions that published both.
Only decided tenders count, so slow ones still waiting are not in.
Half of these awards have an award date within 25 days of the bid deadline.
i
How often work is awarded with no recorded rival.
Direct awards and tenders where every published lot count shows one bid.
Both shares are minimums: some awards have no bid count.
Thin markets produce this too; it is not proof of a tailored specification.
Direct awards or one recorded bid are common here. Check the route before spending time on a bid.

About this data
- Source. Official UK public procurement notices (Find a Tender), reused under the Open Government Licence v3.0. New notices arrive through the day; the figures are rebuilt nightly.
- Two views, kept apart. The authority’s own track record and the wider market for the same kind of work sit side by side and are never mixed. Where the local picture is too thin, a figure widens to a broader market and says which one it used.
- Forecasts are labelled. The price forecast and its range, possible competitors and the earlier-work matches are our estimates from past awards: not published facts, not win chances and not price advice. Official notices do not say who is bidding.
- Every figure shows what it rests on. Not every notice publishes a bid count, a value or a delivery region, so each figure carries the number of records behind it, and one built on few records is marked as such. The on a figure explains it; the counting rules are in the methodology. Spotted something wrong? Tell us.
