- How the procedure runs: Transport for London (TfL) is conducting a procurement under the Competitive Flexible Procedure, in accordance with the Procurement Act 2023, to appoint suppliers for on-street enforcement services. The process includes multiple stages of evaluation, clarification, and refinement of award criteria to ensure compliance, value for money, and alignment with TfL's objectives. Note: All dates are indicative. The process begins with the publication of a Tender Notice on 21 July 2025, inviting Expressions of Interest (EOIs). Suppliers responding via SAP ARIBA will receive the full Preliminary Selection Questionnaire (PSQ) and Draft Invitation to Tender (ITT) Pack, including the Specification, Evaluation Criteria, Contract Terms, and Schedules. The deadline for EOI enquiries will be 4 August 2025, and the deadline for the PSQ will be 15 August 2025. The PSQ evaluation will be conducted from 18 to 25 August 2025, based on pass/fail criteria. This includes consensus meetings for each section and any required assurance checks. Tender Round 1 will be issued on 29 August 2025, with a 4-week return period ending on 26 September 2025. Technical and Commercial evaluations (including Safety, Health and Environment (SHE)) will take place between 29 September and 7 October, followed by consensus meetings from 8 to 15 October 2025. Bidder presentations and clarifications for Round 1 will be held between 16 and 21 October, with legal and commercial leads on standby. Based on this input, the ITT documents will be updated and assured. Tender Round 2 will be issued on 22 October 2025, closing on 31 October 2025. Evaluations will be conducted between 3 and 11 November, followed by presentations and clarifications from 12 to 18 November 2025. A third ITT may be issued, primarily for commercial/financial final offers (BAFO), on 19 November, returning by 27 November 2025. Final evaluation and consensus will be completed by 4 December 2025, followed by the production of the Contract Award Recommendation between 5 and 17 December 2025, including assurance reviews and preparation of Standstill letters. The Standstill Period will begin on 19 December 2025, followed by the issue of a Contract Award Notice. Given the Christmas holiday period, the contract is expected to be executed by 6 February 2026. A two-month mobilisation period will follow, ending 8 April 2026. To comply with the Procurement Act 2023, a Contract Detail Notice will be published by 4 March 2026, and a redacted version of the contract by 6 March 2026. TfL reserves the right to negotiate aspects of the procurement in accordance with the Competitive Flexible Procedure under the Procurement Act 2023. Full details of negotiable elements are provided in the ITT documentation.

TfL invites suppliers to participate in this Preliminary Market Engagement exercise to help shape an upcoming procurement opportunity. This is a valuable chance to engage with us early, gain insight into our requirements, and contribute your expertise.
The engagement process consists of three key steps:
- Registering Interest - Suppliers who wish to participate should express their interest by emailing [email protected] . The deadline for registering interest is Friday 14th March 2025.
- Information Sharing - Once the registration window closes, we will issue a concise, one-page requirements document to all interested suppliers. This will outline key details of the procurement and may include specific questions to help us understand market capabilities and potential approaches.
- Follow-Up 1:1s - Based on the responses received, we will identify suppliers who align with the requirement, which includes provision of workforce for on-street parking enforcement patrols.
The supplier must have experience of providing on-street parking enforcement services in a metropolitan area. We are not interested in a technology-only solution which does not provide on-street parking enforcement patrols.
Up to three suppliers will be invited to a 1:1 one-hour MS Teams meeting planned to take place between Monday 17th to Friday 28th March 2025. The discussions will provide an opportunity for TfL to explore the market in greater depth, discuss your responses to TfL's questions, and consider the approach to overall market. Please note that generic feedback on the 1:1s will be issued to all interested suppliers.
We are exploring various options including a single contract or multiple contracts covering separate areas of London.
Summary
We encourage all interested suppliers, regardless of size, to take part in this process. Your insights and expertise will be invaluable in shaping our approach.
If you have any questions about the process, please don't hesitate to get in touch with [email protected]. We look forward to hearing from you.

3 agreed KPIs: Officer Coverage · Deployed Officer Hours · PCN Error Rate
- Officer Coverage, • TfL sets road categories within the TLRN and defines minimum enforcement frequencies (e.g. Cat 1 - 2 officers, twice daily). • Supplier must deploy officers to meet these minimums. • TfL assesses the Supplier's coverage (rather than the supplier reporting on it) using 'mystery shopper' style audits of supplier deployment at key locations.
- Deployed Officer Hours, • Supplier submits yearly, monthly, and weekly deployment plans detailing officer numbers and total deployed hours to meet TfL's enforcement frequencies; TfL approves these in advance. • Supplier measures and reports actual officer numbers and deployed hours against the plans each period using roster data, GPS, etc.
- PCN Error Rate, TfL sets a threshold for the number or % of PCNs cancelled due to officer error or insufficient information each period. Supplier must ensure the threshold is not breached.
