What is being bought
London Overground requires a contractor to upgrade the existing Transmission system installed on the Core Windrush Line. It is proposed that the successful contractor will undertake the both the design and build elements of the scheme. Further details will be provided within the MSQ documentation.

    On the 30th June 2025, the Railway Industry Supplier Qualification Scheme (RISQS) was used to identify potential contractors to shortlist for participation in the formal procurement process expected to commence in December 2025. In order to do that the following Railway Industry Commodity Classification List (RICCL) codes were selected were: B.C.2.1.6: Lineside Telephones / Commission + Design + Install + Overhaul B.C.2.2.1: Transmission Systems / Commission + Design + Install + Overhaul B.C.2.2.6: Telecomm Cabling (Data Cabling) / Commission + Design + Install + Overhaul B.C.2.2.7: Telecomm Cabling (Fibre) / Commission + Design + Install + Overhaul B.C.2.2.8: UPS / Commission + Design + Install + Overhaul Audit CDM Scope: CDM Principal Contractor AND CDM Principal Designer, Infrastructures: Network Rail, Regions Greater London RISQS identified 13 contractors with the ability to undertake the works identified by London Overground. Market engagement will commence with these suppliers only. Further information about RISQS can be found below https://www.find-tender.service.gov.uk/Notice/007184-2025 A market sounding questionnaire will be issued for the 13 Contractors to complete, submit and express an interest in formally participating with the tender process later in 2025 or early 2026.
