- How the procedure runs: Westminster City Council (the ‘Council’) invites tenders for a borough-wide Lift Maintenance and Installations contract across its housing portfolio of approximately 21,000 homes, including 147 high-rise buildings. The procurement forms part of the Council’s Tranche 2 housing programme and will result in a single contract award. It is separate from the three-Lot Mechanical Services and Heat Networks, Domestic Heating Services and Electrical Services procurement. Scope of the contract The appointed contractor will deliver planned preventative maintenance and servicing; breakdown, emergency call-out and passenger entrapment response 24 hours a day, 365 days a year; statutory examination support; responsive repairs and defect rectification; lift monitoring and outage reporting; associated CCTV and broadband services where included; condition surveys and asset validation; and refurbishment, modernisation, installation and replacement works when instructed. Full requirements are set out in the Term Brief and contract documents. Estimated value and contract term Estimated total value for the maximum five-year term, including all options and extensions: £17,876,398 excluding VAT (£21,451,678 including VAT, calculated at 20% and rounded to the nearest pound). Term: an initial three years, with options at the Council’s sole discretion to extend for two consecutive one-year periods (3+1+1), giving a maximum of five years. Planned commencement: 1 July 2027. Initial term expiry: 30 June 2030. Latest expiry: 30 June 2032, if both extensions are exercised. The estimated value is indicative and does not guarantee expenditure or volumes or create an obligation to purchase at any particular value. Procurement procedure and submissions The procurement will be conducted using the Competitive Flexible Procedure. The ITT and Procurement Specific Questionnaire (PSQ) will be made available together through the Council’s Jaggaer electronic tendering portal (the ‘Portal’). Tenderers must submit their completed PSQ through the Qualification Envelope and their Technical and Commercial Envelope responses by the same submission deadline, in accordance with the ITT and PSQ instructions. The Council will assess the PSQ on a pass/fail basis first. Tenderers failing the applicable conditions of participation or minimum requirements will not proceed to Tender evaluation. Full submission requirements, including supporting documents, declarations and Central Digital Platform requirements, are set out in the ITT and PSQ. Remaining Tenders will be assessed against the published award criteria and methodology to identify the Most Advantageous Tender, using Quality (60%), Responsible Procurement (10%) and Commercial (30%). Full evaluation requirements, including pass/fail criteria and minimum scoring thresholds, are set out in the ITT. The Council may seek clarifications during evaluation and, at its discretion, conduct a preferred bidder stage to clarify or confirm commitments and contractual arrangements, as described in the ITT. This stage will not alter the evaluation outcome or permit significant or substantial amendments to the Tender or Contract. The award decision is subject to the Council’s approval and leaseholder consultation arrangements. Following issue of assessment summaries and publication of the Contract Award Notice, the Council will observe the mandatory standstill period before entering into the Contract. Contract and alliance arrangements The contract will use the Term Alliance Contract (TAC-1). The appointed contractor will be required to sign a Joining Agreement to the Council’s overarching Strategic Alliance, based on the FAC-1 Framework Alliance Agreement. The Alliance supports coordinated delivery, shared learning, efficiency, resident outcomes, social value and sustainability. No procurement activity will be conducted under FAC-1 itself. Tenderers must accept the published contract documents in accordance with the ITT. Indicative timetable Planned publication: 4 November 2026. Clarification deadline: 17:00 on 17 November 2026. PSQ and Tender submission deadline: 17:00 on 4 December 2026. Indicative notification of award decision: 26 February 2027, subject to the published timetable and leaseholder consultation arrangements. Indicative mobilisation: May 2027. The existing Lifts contract expires on 30 June 2027. Tenderers must refer to the ITT for the leaseholder consultation arrangements and their effect on award timing. Changes to the timetable will be notified through the Portal. Further information The Council envisages that TUPE is likely to apply. Tenderers should complete the Appendix K confidentiality documentation and request workforce information through the Portal promptly, undertaking their own due diligence in accordance with the ITT.

- Price carries 30 of 100 points: a 10% discount moves about 3 points. The method statement decides this lot, not the discount.
- Turnover usually expected at this size: about £11,906,725 (twice the annual value).
Price arithmetic assumes straight proportional scoring; the tender pack may use another formula. Turnover is an indicative market norm (≈2× annual value), not a published condition.

The counts under this question show how many awards have a known supplier size.
Small firms have won here. Neither number says whether you qualify; it describes who has been winning.
i
How often local firms win similar work.
Winners with a registered address in the delivery region, out of awards with a known address.
Local means the winner is registered in the region where that award was delivered. The market figure counts awards delivered in Greater London (authority’s region).
A local branch does not count if the registered address is elsewhere.
Most of this buyer’s recorded winners were registered in the region where that award was delivered.
i

Middle value in days from the bid deadline to the award date, on competitions that published both.
Only decided tenders count, so slow ones still waiting are not in.
Half of these awards have an award date within 96 days of the bid deadline.
i
How often work is awarded with no recorded rival.
Direct awards and tenders where every published lot count shows one bid.
Both shares are minimums: some awards have no bid count.
Thin markets produce this too; it is not proof of a tailored specification.
Direct awards or one recorded bid are common here. Check the route before spending time on a bid.

About this data
- Source. Official UK public procurement notices (Find a Tender), reused under the Open Government Licence v3.0. New notices arrive through the day; the figures are rebuilt nightly. Contracts Finder contracts appear on the Retender Radar, not yet in these figures.
- Two views, kept apart. The authority’s own track record and the wider market for the same kind of work sit side by side and are never mixed. Where the local picture is too thin, a figure widens to a broader market and says which one it used.
- Forecasts are labelled. The price forecast and its range, possible competitors and the earlier-work matches are our estimates from past awards: not published facts, not win chances and not price advice. Official notices do not say who is bidding.
- Every figure shows what it rests on. Not every notice publishes a bid count, a value or a delivery region, so each figure carries the number of records behind it, and one built on few records is marked as such. The on a figure explains it; the counting rules are in the methodology. Spotted something wrong? Tell us.
