Why no open competition: The procurement falls outside the scope of application of the directive
Published justification: We do not believe that it is possible to offer this contract for competitive process because it relies on utilising an existing hardware fleet that has been leased under a previously tendered contract. These devices are now out of their originally agreed lifespan but, due to under use, are still in excellent working order. Other vendors would not have access to our existing devices and would not, therefore, be make a competitive offer.
