BACKGROUND

Wrexham County Borough Council (WCBC) are looking to engage the market with the potential of procuring a Learning Management System (LMS) to support e-learning training modules, webinars, manager reporting, and course booking requirements for both council employees and external organisations requiring our training services.

SCOPE

The expectation for any potential supplier would be to provide:

• A cloud-based Learning Management System

• System implementation and configuration

• Integration with our HR system Zellis

• User training

• Ongoing support and maintenance

REQUIREMENTS

The following list is not exhaustive and should be used as a guide to the technical requirements WCBC would be looking for in a successful Learning Management System solution:

• Dashboard Management - Ability to create, edit, assign to audiences and utilise multiple dashboards for end users.

• My Team - Manager - Allow managers to view information relating to team members assigned to their structure.

• Graphical Reports - Produce visual reports and graphs for dashboards and management information.

• KPI Dashlets - Create KPI-based dashboard widgets from predefined metrics. [CR1.1][EA1.2]

• Programme Progress Block - Customisable graphical display of learner programme progress. [CR2.1][EA2.2]

• Zellis Integration - Compatibility with the Council's Zellis HR system to maintain accurate employee information.

• Position Hierarchies - Support one or multiple organisational and position structures. [CR3.1][EA3.2]

• Seminars and Events - Create, manage and report on classroom-based and blended learning events.

• One Click Compliance - Provide a simple visual view of mandatory training compliance requirements.

• Programmes - Group courses and competencies into structured learning programmes.

• Record of Prior Learning - Allow users to access, edit and add prior learning records.

• On the Job Assessments - Enable managers to assess and report on workplace observations and assessments.
