How this framework works
From the published notice- Type
- Closed framework · open framework scheme (admission reopens)
- Call-offs
- every call-off is a further competition among the appointed suppliers
- Framework period
- 7 yrs from 1 Mar 2027
- Scheme runs until
- 28 Feb 2034
Published description of the framework
This open framework will have a maximum term of seven years and will be operated through two successive framework periods:
•PRN2513: initial framework period of 36 months until 28/02/2030
•PRN2513b: second framework period of 48 months until 28/02/2034
Prior to the expiry of PRN2513, the OfS will conduct a competitive selection process to establish PRN2513b. Existing framework suppliers and new market entrants will be permitted to participate in this process.
Suppliers seeking admission to PRN2513b will be evaluated against the award criteria and methodology specified in the procurement documents for the refresh process. These criteria may be the same as, or amended from, those used for the establishment of PRN2513, provided any amendments are clearly set out in the relevant procurement documentation.
Admission to PRN2513b will be based on the outcome of the evaluation process and the ranking of suppliers within each Lot. Incumbent framework suppliers will not be automatically re-appointed and must satisfy the requirements of the refreshed competition to be admitted to PRN2513b. However, incumbent framework suppliers that wish to be considered to remain on the subsequent framework may apply using the same bid as for the original framework. Suppliers may also apply for admission to additional Lots during the competitive selection process to establish PRN2513b.
PRN2513 will expire upon the award of PRN2513b, except for any call-off award processes already commenced in accordance with the terms of the framework.

Published award criteria (2)
- Price
- Quality
- Price carries 30 of 100 points: a 10% discount moves about 3 points. The method statement decides this lot, not the discount.
- “Leadership, management and professional skills development Open…” is a framework: the contest is a place on its panel, not a single contract: each call-off is a further competition, so the pricing contest starts after appointment.
Price arithmetic assumes straight proportional scoring; the tender pack may use another formula.

About this data
- Source. Official UK public procurement notices (Find a Tender), reused under the Open Government Licence v3.0. New notices arrive through the day; the figures are rebuilt nightly.
- Two views, kept apart. The authority’s own track record and the wider market for the same kind of work sit side by side and are never mixed. Where the local picture is too thin, a figure widens to a broader market and says which one it used.
- Forecasts are labelled. The price forecast and its range, possible competitors and the earlier-work matches are our estimates from past awards: not published facts, not win chances and not price advice. Official notices do not say who is bidding.
- Every figure shows what it rests on. Not every notice publishes a bid count, a value or a delivery region, so each figure carries the number of records behind it, and one built on few records is marked as such. The on a figure explains it; the counting rules are in the methodology. Spotted something wrong? Tell us.
