Published description of the framework

The award of the framework for Laryngoscope Blades & Associated Consumables will be subject to consideration of both financial and non-financial criteria.

Sole-supply Lots:

A score of 90% will be attributed to the lowest price offered per lot, and each bid will be ranked on a relative scale to the lowest price as submitted in the commercial questionnaire. The bidder that has the highest overall combined score and meets all pass/fail requirements will be awarded to each individual lot.

All bidders will be required to provide their current and future commitments to reducing packaging over the lifetime of the agreement. This section will carry a 10% weighting, a breakdown of the scoring mechanism will be detailed within tender.

All remaining stages will be marked on a pass/fail basis.

Lot distribution rule: Procurement Services propose to award the majority of the Lots under this framework agreement on a sole-supplier per Lot basis. However, where consumables are required for specific pieces of equipment already procured by Health Boards, these Lots will be awarded on a multi-supplier basis to ensure continuity of supply. Lots 01, 02, & 04 will be awarded on a sole-supplier basis. Lots 03, 05, 06, 07, & 08 will be awarded on a multi-supplier basis.
