- Change Additional works required., Need for additional works, services or supplies by the original contractor/concessionaire: The proposed contract variation is being undertaken pursuant to Regulation 72(1)(b) of the Public Contracts Regulations (PCR) 2015. The additional works include demolition works, diversion of utilities and works associated with meanwhile use. The demolition works which were included in the original procurement and other additional works have become necessary and a change of contractor cannot reasonably be made for technical and economic reasons associated with infrastructure, services and contractual responsibilities arising from the original procurement for regeneration works. The demolition works interface directly with utility infrastructure, installations and site operations delivered under the existing contract, for which the Contractor retains ongoing responsibilities. The appointment of an alternative contractor would lead to significant inconvenience and substantial duplication of costs through duplication of surveys and investigations, management of multiple contractors operating on a live regeneration site, programme delays and continued site holding costs. The continued site holding costs include the extension of enhanced 24-hour security measures which have been required in response to an increase in incidents of trespass, vandalism and damage at the site. The value of the proposed modification is below the 50% threshold permitted under Regulation 72(1)(b) PCR 2015.''
