- Evaluation Price: The Commercial Envelope envelope is weighted at 25% of the overall evaluation score. Price evaluation will be based on the pricing information submitted by bidders in Appendix E – Pricing Schedule. The hourly rate for the Independent Expert offered by each Potential Provider will be compared against the hourly rates offered for the Independent Expert by other Potential Providers. The lowest compliant daily rate will receive the maximum marks available for the Commercial envelope, and all other compliant bids will receive a proportion of the maximum marks based on their deviation from the lowest compliant rate. This assessment will generate an overall Commercial score for each Potential Provider. For the purposes of this evaluation, Potential Providers must submit an hourly rate that is no lower than £100 and no higher than £150. Any submission that includes an hourly rate below £100 or above £150 will be deemed non-compliant and will not be evaluated further under this.
- Technical Questions: The Technical Envelope is weighted at 75% of the overall evaluation score. The overall Technical score will be determined by the sum of the weighted scores for the following Technical questions (question weighting in brackets): Delivery - 40% Subject Matter Knowledge - 30% Quality of Service - 30% The Authority has set a minimum Technical score threshold of 60%. Potential Providers must score a minimum of 60%. in the Technical envelope to progress to Commercial envelope evaluation. If Potential Providers do not score a minimum of % in the Technical envelope, the bid will be disregarded.

- KPI 3, Undertake quality spot checks on a random sample of 5 and a maximum of 10 Senior Peer Reviewer Peer Review Validations. 100% of these must be submitted to the LAA by the last working day of each quarter.
- KPI 4, 100% of Peer Reviewer consistency training sessions must be reviewed annually. Following the session, key findings will be cascaded to Peer Reviewers and Senior Peer Reviewers via a written follow up briefing. In addition, quarterly written consistency briefings must be issued to maintain ongoing engagement and awareness. These actions must be completed by the final day of each quarter, with performance measured over a 12 month period.
