What is being bought
Video Wall in the Joint Air Operations Centre to provide Situational Awareness during Global Air Operations, replacing 3 failing OHPs. Procedure rationaleThe Secretary of State for Defence intends to enter into a supply contract with Harp Visual Communications Ltd, for the purchase of a Multi-Domain Display System (the “System”) for use in the Joint Air Operations Centre, Vampire Block, HQ Air Command, RAF High Wycombe. The contract is estimated to be valued at £320,000, (three hundred and twenty thousand pounds) with a contract duration of 3 (three) years In accordance with the provisions of The Public Procurement (Amendment etc.) (EU Exit) Regulations 2020 SI No. 2020/1319, this procurement falls to be regulated under the provisions of the Public Contracts Regulations 2015 as amended (in particular by SI 2020/1319). Prior publication of a contract notice in the Official Journal of the European Union is no longer appropriate. It is considered that the award of the contract without prior publication of a contract notice in the UK e-notification service (as required by the relevant legislation) is lawful in accordance with regulation 32(b)(ii) of the PCR 2015 because competition is absent for technical reasons The system that is the subject of this VTN is the only one on the market that meets the Authority’s physical and technical requirements due to specific interoperability requirements, as it must be interoperable with two systems already in place at the required location, to enable seamless sharing of information from multiple sources. Procuring a system having different technical characteristics would result in an unacceptable reduction in the effectiveness of operational decisions and air safety.
