ITQ58 European Requirement in Support of Project Phoenix II

• How the procedure runs: Babcock Land Defence Limited (BLDL), acting in capacity as Agent for the UK MOD issues this PSQ (Procurement Specific Questionnaire) for the procurement of ITQ58 – Continental European Lease Requirement under Project Phoenix 3. This Procurement Specific Questionnaire is the first stage in the procurement of this service. The requirement presents a significant opportunity for qualified suppliers to deliver a high value, multi-national, vehicle leasing service with approximately 576 assets across several European locations. Prospective bidders will be invited to propose optimum solutions for a range of standard and specialist vehicles in support of the MOD’s White Fleet. A Procurement Specific Questionnaire, (PSQ) (Phase One) will be utilised as the supplier selection mechanism. The PSQ will enable BDLD acting in capacity as agent for the Authority to undertake a structured assessment of supplier eligibility, exclusion grounds, and conditions of participation prior to ITT stage. (Phase Two). The PSQ assessment will focus on criteria that are directly relevant and proportionate to the requirements of the contract, including economic and financial standing, technical and professional capability, and relevant experience. Responses will be evaluated against pre-defined selection criteria to ensure a fair, transparent, and consistent assessment of all suppliers. The purpose of the PSQ evaluation is to pre-qualify interested prospective bidders via an evaluation and shortlisting process, for the Invitation to Tender (ITT) Stage. Subject to requirements, the successful shortlisted prospective bidders will be invited to tender. Following the evaluation of all PSQs - down selection will occur and prospective bidders will be notified on whether they have been successful in progressing to the ITT stage. Due to the Defence and Security conditions of this requirement, ITT material will only be issued to those who have been down-selected. In summary: Phase One: PSQ including PASS/FAIL criteria to ensure compliance and minimum quality threshold questions. Phase Two: ITT on the basis of 60% Pricing, 30% Technical and 10% Social Value.
