IT Hardware Reseller Framework
Authority: NATIONAL GRID UK LIMITED (Public body)
What is being bought
Published requirement descriptionNational Grid is establishing a Hardware Reseller Framework to provide a strategic, value-driven route to market for the procurement of IT hardware and associated services across its UK and US businesses. The framework will cover requirements including but not limited to network infrastructure, cyber security equipment, servers, device licensing, warranty and lifecycle management, technical support, and related value-added services.
A limited number of reseller partners will be appointed to supply leading OEM technologies and deliver competitive commercial offerings, supply chain resilience, asset visibility, governance, sustainability benefits, and scalable support for National Grid's evolving technology estate.
This procurement is being conducted as a multi-stage competitive process under PA23 and is expected to comprise: (1) pre-requisites for participation and minimum requirements assessment (Phase 1) , (2) detailed qualification, (3) shortlisting for the Invitation to Tender (RFP) stage, (4) tender evaluation, (5) negotiation and/or down-selection of bidders, and (6) contract award. National Grid reserves the right to refine evaluation criteria and methodologies during the procurement process in accordance with the Procurement Act 2023 and the principles set out within the procurement documentation.
Whilst the procurement is being managed as a single exercise covering both UK and US requirements, any resulting arrangements will be awarded through separate UK and US framework agreements. The indicative value of the US opportunity is approximately an additional £100 million over the maximum eight-year term. This value is provided for transparency only, is separate from the UK framework value stated in this notice, and does not constitute a commitment or guarantee of expenditure.
- How the procedure runs: National Grid intends to conduct a Competitive Flexible Procedure with a multi-stage process. Suppliers are requested to register their interest to enable secure onboarding to National Grid's Ariba sourcing platform. Following onboarding, National Grid will issue the confidential procurement documents through Ariba. The procedure is expected to comprise the following stages: 1: Pre-requisites for participation and minimum requirements assessment. 2: Detailed qualification assessment. 3: Shortlisting of suppliers to participate in the RFP stage. 4: Evaluation of tenders against the published award criteria and assessment methodology. 5: Negotiation and/or down-selection of bidders. 6: Contract award and framework establishment. Suppliers must submit completed responses by the deadlines stated within the procurement documents. National Grid will assess responses against the published conditions of participation, minimum requirements, selection criteria, award criteria and assessment methodology, as applicable to each stage of the procedure. Only suppliers successfully meeting the requirements of each stage will be invited to progress to the next stage. National Grid reserves the right to limit the number of suppliers progressing through the procedure, conduct clarification discussions, undertake one or more negotiation rounds, request revised submissions, and refine the evaluation methodology and award criteria in accordance with the Procurement Act 2023 and the procurement documentation issued to participants.

- Price carries 25 of 100 points: a 10% discount moves about 2.5 points. The method statement decides this lot, not the discount.
- “IT Hardware Reseller Framework” is a framework: the contest is a place on its panel, up to 3 suppliers, not a single contract, and call-offs are awarded directly: getting appointed is the whole game.
Price arithmetic assumes straight proportional scoring; the tender pack may use another formula.

How NATIONAL GRID UK LIMITED buys Computer equipment and supplies (CPV 3020): the notice lists UK and non-UK locations
NATIONAL GRID UK LIMITED’s published record is shown without a UK market comparison because the notice lists UK and non-UK delivery areas without one confirmed UK market. Check the notice description and tender documents for the actual site. This notice is a framework or DPS, so only frameworks and DPS are compared. How the contest usually goes
Winner shares use published awards; bid and price charts use contested lots.
i
How often small and medium firms win.
Share of awards where the winner’s size is known.
The counts under this question show how many awards have a known supplier size.
Small firms have won here. Neither number says whether you qualify; it describes who has been winning.
i
How often local firms win similar work.
Winners with a registered address in the delivery region, out of awards with a known address.
A local branch does not count if the registered address is elsewhere.
The notice lists UK and non-UK delivery areas, so this procedure has no confirmed single UK region; the buyer’s figure reads its other awards, each against its own delivery region.
i
How long buyers here take to decide after bids close.
Middle value in days from the deadline to the first award notice, on competitions that published both dates.
Only decided tenders count, so slow ones still waiting are not in.
Half of these awards were announced within 84 days of the bid deadline.
i
How often work is awarded with no recorded rival.
Direct awards and tenders where every published lot count shows one bid.
The buyer’s share is a minimum: some awards have no bid count.
Thin markets produce this too; it is not proof of a tailored specification.
Missing bid counts may hide more single-bid awards. This share is a minimum.

How did awards compare with estimates?
i
Where winning prices landed against estimates.
Each colour shows awards below, close to or above the published estimate, one lot at a time.
On a framework or DPS, prices are agreed when work is called off.
Past prices are a guide, not a bid price.
Not comparable on a framework or DPS. The notice sets up a supplier panel and a ceiling value; what the work actually costs is agreed later, on each call-off or mini-competition, and those publish as contract notices of their own. The award-vs-estimate record of this market therefore sits on the call-offs; this page shows it on the contracts, not on the panel that frames them.

About this data
- Source. Official UK public procurement notices (Find a Tender), reused under the Open Government Licence v3.0. New notices arrive through the day; the figures are rebuilt nightly.
- Two views, kept apart. The authority’s own track record and the wider market for the same kind of work sit side by side and are never mixed. Where the local picture is too thin, a figure widens to a broader market and says which one it used.
- Forecasts are labelled. The price forecast and its range, possible competitors and the earlier-work matches are our estimates from past awards: not published facts, not win chances and not price advice. Official notices do not say who is bidding.
- Every figure shows what it rests on. Not every notice publishes a bid count, a value or a delivery region, so each figure carries the number of records behind it, and one built on few records is marked as such. The on a figure explains it; the counting rules are in the methodology. Spotted something wrong? Tell us.
