Intention to procure a Leeds Electronic Market Place (EMP) (2023) for the Support and Accommodation Service for Vulnerable Young People (16-25 years)

This category/ lot is for our children looked after and vulnerable young people aged 16 and 17 years. This category/ lot includes the following priority groups: a) Young people aged 16 and 17, who are looked after by the Local Authority. b) Young people aged 16 and 17, who are looked after by the Local Authority and identified as Unaccompanied Asylum-Seeking Children (UASC). c) Vulnerable young people aged 16 and 17 years on the edge of care may include • young offenders, • parents or parents to be, • those becoming homeless, or • those new to Leeds Additional information: Tenderers should note that if the council wish to carry out new services at the end of this contract, which are a repetition of similar services detailed in this notice, then those additional services may be procured using the negotiated procedure without publication of a notice in accordance with regulation 32 (9) of the Public Contracts Regulations 2015

Floating support, under this lot, can be purchased independently of accommodation. This category/ lot provides the opportunity to purchase floating support, to meet the assessed needs of a young person, from a Contractor who may not have supported the young person previously; for example, where a child moves directly to full independence from a foster family or children's home or to support with the delay of a move into leaving care. This will involve working closely with key partners and professionals in line with an agreed plan. Floating support may include support around personal hygiene, cooking, washing and cleaning, budgeting, financial management and debt, benefits, safe relationships, emotional and mental health and support and links to education, employment and training (EET). Additional information: Tenderers should note that if the council wish to carry out new services at the end of this contract, which are a repetition of similar services detailed in this notice, then those additional services may be procured using the negotiated procedure without publication of a notice in accordance with regulation 32 (9) of the Public Contracts Regulations 2015

Category/ lot is for our care-experienced and vulnerable young people aged 18 and up to 25 years. This category/ lot includes the following priority groups: a) Care-experienced young people aged 18 and up to 25 years. b) Care-experienced young people aged 18 and up to 25, formerly identified Unaccompanied Asylum-Seeking Children (UASC). There are various homes size costing options within this category/ lot, please ensure that this is considered when completing the relevant Pricing Schedule (Tender docs - Appendix 3b - 18-25 years). Young people placed under this category/ lot are likely to have some experience and level of independent living skills, although, insufficient to manage in a fully independent setting. It is important that Contractor's staff has the knowledge, resilience and skills to build productive new relationships to support the young person to be the best they can be and to support them to acquire the necessary independence skills on their journey to full independence. Some young people placed under this category/ lot may require higher levels of intensive support and/ or are unlikely to succeed in a shared environment (this can be due to a combination of mental health issues, substance misuse and offending). Where the Contractor has evidenced, through a risk assessment, that a young person placed under Category 4/ Lot 4 requires additional services to meet specific outcomes, this will be costed from the relevant Pricing Schedule (Tender docs - Appendix 3b - 18-25 years). Additional services will require approval from the Purchaser and be reflected in the young person's care plan and recorded in the IPA; these will be time limited and reviewed in accordance with the needs of the young person.
