Published requirement descriptionThe Integrated 0-19 Healthy Child Programme (HCP) is a prevention and early intervention public health programme providing a universal service for children, young people, and families. The programme aims to support parents, promote child development, improve family and child health outcomes, and ensure that families, children, and young people at risk are identified at the earliest opportunity.
It will deliver the following services:
- Health Visiting (age 0-5)
- School Nurses (age 5-18 or up to 25 for young people with SEND)
- Infant Feeding support
- Breast Feeding Peer Support
- Child Vision screening

Publisher note: This is a Provider Selection Regime (PSR) intention to award notice. The awarding of this contract is subject to the Health Care Services (Provider Selection Regime) Regulations 2023. For the avoidance of doubt, the provisions of the Public Contracts Regulations 2015 do not apply to this award. The standstill period begins on the day after the publication of this notice. Representations by providers must be made to decision makers by 2 September 2026 through the OPEN Electronic Portal This contract has not yet formally been awarded; this notice serves as an intention to award under the PSR. Written representations should be sent to [email protected], [email protected] and [email protected] The award decision-maker is the Director of Public Health or their delegated representative. There have been no declared Conflicts of Interests. The provider has been assessed against the following PSR criteria - Quality and Innovation (25%), Value (15%), Integration, Collaboration and Service Sustainability (25%), Improving Access, Reducing Health inequalities and Facilitating Choice (25%), Social Value (10%). The relative importance of the criteria was determined based upon the key delivery requirements of the service specification with a greater emphasis on quality criterion. The assessment determined that the provider met the key criteria outlined and would meet the key criteria under the new contract.
