What is being bought

The Department for Business, Innovation, Science and Trade (DBIST) and the Government Commercial Agency (GCA) are working together to establish an Innovation Marketplace, providing a compliant route for public sector buyers to identify and procure innovative products, services and solutions that address operational, service delivery and policy challenges. This requirement supports wider government work to improve how innovation is identified, tested and scaled, while reducing barriers for innovative suppliers, including SMEs, start-ups and scale-ups, to access public sector opportunities. The scope is expected to include establishing and operating a Dynamic Market for innovation, enabling eligible suppliers to apply to join throughout the life of the arrangement. The Innovation Marketplace may cover a broad range of innovative technologies, products, services and solutions that support public sector transformation, improved outcomes, efficiency, and economic growth. The Innovation Marketplace is intended to be used by central government departments, arm’s length bodies and other eligible public sector organisations. It is expected to support procurement following pre-market engagement, challenge definition, pilots, proofs of concept or other evidence-building activity. The arrangement is expected to complement the Innovation Hub (Commercial Innovation Hub - Find a Tender) by providing a transparent, fair and compliant commercial route for buyers to procure relevant innovative solutions. Our ambition is to make the government a more strategic buyer of innovation. The result is a more connected innovation ecosystem where innovative suppliers can scale more quickly, government can access better solutions faster, and public money works harder to support both public service transformation and economic growth. When contacting GCA regarding this agreement, please ensure that you reference the agreement details in all correspondence.

Comparable-procurement analytics

Benchmarked against retained Find a Tender procedures with CPV division 73. The category anchor is Research and development services and related consultancy services (73000000); this is a deliberately broad market comparator. The comparison is shown at several levels rather than pretending one company or region is always the best benchmark.

“Reported bids” is an official aggregate, sometimes reported per lot; it is the closest available competition measure. “Named award suppliers” are winners, not all applicants.

Price-outcome signal

Not enough comparable procedures currently publish both a GBP tender value and a usable lowest-valid-bid value to calculate a responsible price-reduction benchmark. Tenderline deliberately does not infer a saving from named award suppliers or from missing award values.

"description": "The Commercial Innovation Hub (CIH) is a cross-government centre of excellence that is pioneering new approaches to service design and procurement, established to drive procurement of innovation across government and the wider public sector. The CIH was created in the context of the Procurement Act 2023 coming into force and is framed as a joint DSIT–GCA initiative announced as part of the National Procurement Policy Statement. \nThe CIH will tackle a persistent set of barriers that limit procurement-led innovation Traditional procurement approaches are not suited for acquiring novel technologies and not always accessible for SMEs and Start Ups” and there is a perceived risk culture that limits “psychological safety to ‘fail fast’”. The CIH rationale highlights the need to improve awareness and practical use of “commercial innovation opportunities” through briefs, tools and templates, and to help departments pilot innovations and contract with new supply chains.\nThis agreement will provide a marketplace for public sector buyers to access suppliers who specialise in innovation covering a wide range of services.\nAs part of the collaboration with DSIT, this will be preceded by collaboration areas, referred to as Digital Commercial Innovation Hub. In these sandboxes problems and solutions will be reviewed and the Innovation Marketplace will then provide the contractual route for any potential solutions that are taken forward to delivery. This part of the proposition will be owned and delivered by DSIT. There is no physical (IT solution or otherwise) between the Hub and Innovation Marketplace Dynamic Market\nWhen contacting GCA regarding this agreement, please ensure that you reference the agreement details in all correspondence",
