What is being bought
***PRE-MARKET ENGAGEMENT EXERCISE*** The Department for Communities (DfC) Local Government and Housing Regulation Division (LGHRD) aims to support Northern Ireland district councils in the delivery of a system of strong and effective local government. This means laying the foundations for a system of local government which meets the needs of ratepayers and users of district council services and facilities. The role of LGHRD includes to: • Provide a legislative and policy framework to allow councils to guide local public services (including issuing local government circulars); • Perform local government consultations on new local government policy and legislation; • Pay the Rates Support Grant (RSG), De-rating Grant (DRG) and Transferred Functions Grant (TFG) to councils; • Develop methods to improve the administration, finance and audit of local government; • Oversee and liaise with councils; • Oversee the Local Government Staff Commission (LGSC) and the Northern Ireland Local Government Officers’ Superannuation Committee (NILGOSC); and • Liaise with the Local Government Auditor. The DfC is currently preparing to initiate a procurement process to establish a contract with a Contractor to provide accountancy support and guidance to the Technical Accountancy Support Service (TASS) to the 11 councils and DfC. Prior to initiating the procurement, the DfC wishes to establish the level of market interest in participating in the procurement process. **PLEASE NOTE: ALL COMPLETED QUESTIONNAIRES MUST BE SUBMITTED VIA THE MESSAGING FUNCTION on eTendersNI, BEFORE 3PM on Friday 08 April 2022.
