What is being bought
Published requirement descriptionThe Department of Finance (DoF) wishes to appoint a Contractor for the provision of Cloud, Infrastructure and Support Services (Contract). The Contract will engage a partner for IT Assist (within DoF) who can not only support the existing infrastructure but will also be able to supply new technology and carry out new and innovative projects in order to fulfil IT Assist’s ICT Strategy. The vision is that IT Assist will be able to not only replenish and maintain their on-premise environment but also use public cloud facilities. The Contract will be for an initial period of 7 years with the options to extend for two further periods of 2 years and 1 year each.

- Suitability
Candidates will be assessed in accordance with Regulation 58 of the Public Contract Regulations 2015 as set out in the Information Memorandum. A selection process will also be used to identify economic operators, who having submitted a response to the Selection Questionnaire, sufficiently demonstrate to the Department’s satisfaction the appropriate technical and professional ability, economic, financial and legal standing to meet the requirements of the Contract.
- Price carries 45 of 100 points: a 10% discount moves about 4.5 points. Quality carries 44.5 of 100: the paper moves it further than the discount.
Price arithmetic assumes straight proportional scoring; the tender pack may use another formula.

- Performance terms
The appointment to the Contract will be subject to the preferred supplier demonstrating. that the minimum requirements specified in the selection questionnaire continue to be met and that there being no material adverse change to the standing of the supplier. The appointment will also be subject to all other necessary due diligence being carried out by the Contracting Authority. Contract performance will be subject to the conditions specified in the Contract, which includes a social clause in order to promote equality of opportunity and sustainable development. Further details are set out at Section VI.3 below and furthermore in the Information Memorandum.
- Review procedure
CPD will comply with the Public Contracts Regulations 2015 and, where appropriate, will incorporate a standstill period (i.e. a minimum of 10 calendar days) at the point information on the award of contract is communicated to tenderers. That notification will provide full information on the award decision. This provides time for the unsuccessful tenderers to challenge the award decision before the contract is entered into..
Publisher note: The successful Contractor’s performance will be managed as per the specification. and regularly monitored. Contractors not delivering. on contract requirements is a serious matter. It means the public purse is not getting what it is paying for. If a Contractor fails to reach. satisfactory levels of contract performance they will be given a specified time to improve. If, after the specified time, they still fail to. reach satisfactory levels of contract performance, the matter will be escalated to senior management in CPD for further action. If this. occurs and their performance still does not improve to satisfactory levels within the specified period, it may be grounds for termination. of the contract at the Contractor's expense. In lieu of termination they may be issued with a Notice of Written Warning or a Notice of. Unsatisfactory Performance. A central register of such Notices for supplies and services Contracts will be maintained and published. on. the CPD website. Any Contractor in receipt of multiple Notices of Written Warning or Notices of Unsatisfactory Performance will be. required. to declare this in future tender submissions for a period of three years from the date of issue of the Notice. It may also result in. the. Contractor being excluded from all procurement competitions being undertaken by Centres of Procurement.
