Why no open competition: No tenders or no suitable tenders/requests to participate in response to open procedure
Published justification: Initially this tender opportunity was conducted using the Open Procedure (ID 2963897). A number of tenders were received. Unfortunately no suitable tenders were received in response to this call for tender. As a result, DOJ discontinued the Open Procedure and commenced via CPD a Negotiated Procedure in accordance with Regulation 32(2) (a) of the Public Contracts Regulations to procure a suitable value for money and compliant proposal.

Review procedure: CPD will comply with the Public Contracts Regulations 2015 (as amended)and, where appropriate, will incorporate a standstill period (i.e. a minimum of 10 calendar days) at the point information on the award.. of contract is communicated to tenderers. That notification will provide full information on the award decision. This provides time for the unsuccessful tenderers to challenge the award decision before the contract is entered into.
