Why no open competition: The procurement falls outside the scope of application of the directive
Published justification: DfC require a modification to this contract to allow for additional QA environment. This additional QA environment will run parallel and as such allow DFC projects to progress more efficiently. It is envisaged that delivery times will be reduced and Quality Assurance increased. An additional environment will also support future releases, enhancements and annual health checks and training.
DfC will rely on regulation 72(1)(b) - additional works, services or supplies “have become necessary” and were not included in the initial procurement and a change of supplier would not be practicable (for economic, technical or interoperability reasons) and would involve substantial inconvenience/duplication of costs. The total value of this modification is £34,986.03.
