What is being bought
Published requirement descriptionDeliver the management of the Household Recycling Centres, Waste Transfer Stations and associated services, including marketing of recyclate collected at the kerbside (Resource Management and Transport Contract2016).
The operational service delivery elements will commence on 28 August 2026.
The scope includes:
- Operation of the ten Household Recycling Centres (HRC) -including all associated onward haulage.
- Operation of the three Waste Transfer Stations (WTS) - including all associated onward haulage and recyclate marketing of recyclate.
- Operation of one Recyclate Transfer Stations (RTS) - including all associated onward haulage and marketing of recyclate.
- Haulage from one Authority operated Waste Transfer Station.
•Treatment of HRC residual waste and certain recyclates.
- Skip / bank services.
The Contract will be for an initial 8 years, with four optional 12-month extension periods (1+1+1=1), subject to satisfactory performance and funding, giving a potential total contract period of 12 years.

The Contracting Authority is required to make payments against valid, non-disputed invoices within a maximum of 30-days, as per Section 68 of the Procurement Act 2023.
- Risks
The Contracting Authority considers that the following known risks may jeopardise the satisfactory performance of the contract, but due to the nature of the risks, are unable to be addressed in the contract as awarded:
- Fluctuations in funding - such as reductions or additions in budget allocations as part of the Council's budget setting processes, or as a consequence of additional funding streams which were unknown at the time of awarding the contract, but which are provided to increase the volume and scope of services delivered.
- Unexpected events such as War, pandemics or other unforeseen events may disrupt supported employment arrangements.
- The changing needs and requirements of the Council and the changing demands placed on the Council by its customers.
- Changes in legislation or national guidance may alter the obligations or feasibility of the arrangement.
Following the identification of the above known risks, the Contracting Authority reserves the right to modify the contract during the term of the contract in accordance with Schedule 8, Paragraph 5 of the Procurement Act 2023.)

Dorset Council will be using its e-tendering portal (ProContract) for the administration of this procurement process. Suppliers must register with the system to be able to express an interest and download the tender documents.

Suppliers must register on ProContract and express an interest in this opportunity to be able to submit an application to this tender.
All correspondence or clarifications relating to this tender must be submitted via the messaging function within ProContract. Tenderers are required to answer all of the questions and submit their completed response (including any associated documentation) by 14:00 on 18/12/2025.
The tender response must be submitted via the e-tendering portal. Tenderers will not be able to submit a response after the deadline detailed above and are advised that if their tender response (including any associated documentation) is only partially uploaded within the e-tendering portal by the closing date and time then they will not be given opportunity to complete their document upload. Tenderers are therefore recommended to upload their full tender response well in advance of the closing date and time.

Dorset Council is undertaking preliminary market engagement, with the aim of requesting feedback from the waste management industry, about aspects of the Council’s waste procurement strategy for Household Recycling Centres, Waste Transfer Stations and associated services.
The Council wishes to seek feedback from the industry in the following specific areas, but would welcome any additional comments also:

- Terms and conditions
The process will involve relevant companies and organisations responding to the market engagement questions provided on the Council’s e-tendering portal Supplying the South West Portal - procontract.due-north.com/Advert ↗
The deadline for responses is 12 noon on 2nd May 2025, (late submissions will not be accepted).
Any clarification questions should be submitted via Supplying the South West Portal no later than 12 noon on 23rd April 2025.
It is not a requirement that all sections are completed by all respondents.
Where Dorset Council think further clarification would assist them in informing this process, one-to-one meetings may be necessary with interested organisations who complete and return the questionnaire.
Please be aware that no information submitted will be treated as confidential and may be disclosed to ensure a level playing field for all participants in any procurement process that may follow. Additionally, the council will only sign Non-Disclosure Agreements (NDAs) using its standard terms and conditions if subsequently requested.

- Availability: Operation of Facilities, Ensuring all facilities are open and available in accordance with the specification and service delivery plan.
- HRC Residual Waste Diversion Schedule 1 3.1.6, Meeting the annual HRC Recycling Diversion target as specified.
- Complaint Investigation, Where a complaint is referred to the designated employee by the Authority's representative, they shall investigate the complaint and respond to the Authority's representative within three (3) business days. They shall not reply directly to the customer or relevant site user unless requested to do so by the Authority's representative.
