The council intends to establish a single supplier framework and a contract under the framework agreement for the supply and delivery of hot beverage ingredients for a maximum total period of four years (initial period of 14 April 2026 to 31 March 2029 with the option to extend further 12 months to 31 March 2030). The supplier must meet the conditions of participation, and offer the best value for money to the specifications in order to be awarded the contract.

- Price: The tender submission will be evaluated on a 70% price criteria, where the overall lowest bid (for the core list of goods) will receive full marks of 70%. All other offers will be scored a comparative mark, by calculating the percentage difference between them and the offer which achieved the highest mark and deducting this from the highest available mark 70%.
- Non price: Rest of the 30% in the overall score will be used to assess the quality of supplier offerings, which is further split into equal weightages of Quality, social value and sample testing. Method statements will be utilised to capture the quality and social value offerings by a supplier.
