What is being bought

Published requirement description

The LGA have received a grant to commission the development of two toolkits delivered by one supplier focussed on homelessness prevention and temporary accommodation management following the publication of the MHCLG National Plan to End Homelessness Strategy.

This strategy outlines the cross departmental approach with a significant role for local authorities to play in the delivery of homelessness services and working to end homelessness. This means that, where homelessness does occur, these experiences should be rare – because homelessness is prevented wherever possible, brief – in that people should have access to support quickly, and non-recurring.

The purpose of these toolkits is for Local Authority usage as practical support for relevant officers and politicians to inform their work on homelessness and rough sleeping. They should highlight on key areas within the two topics including best practice, good guidance, and practical advice for supporting the development of different models of work under current constraints.

There are other relevant toolkits currently being procured by MHCLG which these will need to read across also such as on the Single Homelessness Pathway and Outreach.

The timelines for this procurement are that we expect to see the toolkits published in Spring 2027 and to be in line with the Local Governments accessibility requirements, as well as the national procurement policy statement priorities of;

  • Delivering economic and social value
  • Driving economic growth
  • Building commercial capability to deliver value for money and stronger outcomes

Toolkits will be designed as practical guides with solutions and support orientated towards local authority housing officers and elected officials to support them in delivering on their strategic aims, whilst acknowledging the circumstances and constraints they work within. Toolkits are intended to be useful resources that focus on priority areas where innovation, within limited resources, is needed to help manage pressures and support the prevention and ending of homelessness.

What to do with it
How often do SMEs win?
i

How often small and medium firms win.

Share of awards where the winner’s size is known.

The counts under this question show how many awards have a known supplier size.

Small firms have won here. Neither number says whether you qualify; it describes who has been winning.

How often do local suppliers win?
i

How often local firms win similar work.

Winners with a registered address in the delivery region, out of awards with a known address.

Local means the winner is registered in the region where that award was delivered. The market figure counts awards delivered in Greater London (authority’s region).

A local branch does not count if the registered address is elsewhere.

About this data
  • Source. Official UK public procurement notices (Find a Tender), reused under the Open Government Licence v3.0. New notices arrive through the day; the figures are rebuilt nightly.
  • Two views, kept apart. The authority’s own track record and the wider market for the same kind of work sit side by side and are never mixed. Where the local picture is too thin, a figure widens to a broader market and says which one it used.
  • Forecasts are labelled. The price forecast and its range, possible competitors and the earlier-work matches are our estimates from past awards: not published facts, not win chances and not price advice. Official notices do not say who is bidding.
  • Every figure shows what it rests on. Not every notice publishes a bid count, a value or a delivery region, so each figure carries the number of records behind it, and one built on few records is marked as such. The on a figure explains it; the counting rules are in the methodology. Spotted something wrong? Tell us.
