Decision maker: Director of Commissioning and Neighbourhoods, NHS Surrey & Sussex. Evaluation Key Criteria The service evaluation was reviewed against the 5 key criteria. The key criteria were weighted as follows: • Quality and innovation 20% • Value 15% • Integration, Collaboration and Service Sustainability 30% • Improving Access, Reducing Health Inequalities and Facilitating Choice 25% • Social Value 10% The decision to award the contract to Victoria Medical Centre was made through review of the above structured evaluation of key criteria and selection standards, which demonstrated that the Provider continues to provide a high quality service. The assessment of the current service is as follows: Quality and innovation: The service supports a highly vulnerable population with complex physical and mental health needs. High quality, safe, trauma-informed care is essential to achieving positive health outcomes and reducing avoidable hospital admissions. Innovation through outreach, proactive engagement and inclusion health approaches remains important but is balanced against the need for continuity of established service delivery. Value: Value is an important consideration given the requirement to deliver the service within a fixed financial envelope. However, the primary objective of the service is improving outcomes for people experiencing homelessness rather than achieving cost savings. The weighting reflects the need to secure effective use of resources whilst maintaining quality and access. Integration, collaboration and service sustainability: This criterion carries the highest weighting because successful delivery depends on strong integration across primary care, community nursing, housing, the rough sleeper initiative, voluntary sector organisations, mental health services, acute providers and local authorities. Established local relationships and workforce sustainability are critical to maintaining continuity of care and avoiding fragmentation of services for this vulnerable population. Improving access, reducing health inequalities, and facilitating choice: Reducing health inequalities is a core purpose of the service. People experiencing homelessness face significant barriers to healthcare access and poorer health outcomes than the general population. The service is specifically designed to improve access to primary care, outreach provision and coordinated support for underserved groups, making this a key determinant of success. Social Value: While social value is important and contributes to wider system objectives through local employment, partnership working and environmental sustainability initiatives, it is a secondary consideration compared with direct patient outcomes, integration, and reducing health inequalities. The weighting meets the minimum requirement while recognising the provider's positive contribution to the local community.
