This is a Provider Selection Regime (PSR) intention to award notice. The awarding of this contract is subject to the Health Care Services (Provider Selection Regime) Regulations 2023. For the avoidance of doubt, the provisions of the Procurement Act 2023 do not apply to this award. The publication of this notice marks the start of the standstill period. Representations by providers must be made to the relevant authority by Wednesday 26 August 2026.

This contract has not yet formally been awarded; this notice serves as an intention to award under the PSR.

Relative Importance of Key Criteria: The following key criteria were applied in the assessment of the provider: - Quality and Innovation - 20% - Value - 20% - Integration, Collaboration and Service Sustainability - 20% - Improving Access, Reducing Health Inequalities and Facilitating Choice - 30% - Social Value - 10% The criteria were applied with their respective weightings as specified. Rationale for the Relative Importance of the Key Criteria: The weighting of the key criteria reflects the Authority's need to ensure the provision of safe, high-quality prison healthcare services at HMP Brixton, in line with the Provider Selection Regime. Rationale for Choosing the Provider: The provider met the basic selection criteria in accordance with Regulation 19 of the Health Care Services (Provider Selection Regime) Regulations 2023 by achieving a pass. The provider also passed the assessment of exclusions (Exclusion Grounds - Grounds for Mandatory Exclusion and Exclusion Grounds - Grounds for Discretionary Exclusion) in line with Regulation 20 of the PSR. In addition, the provider achieved the required standard against the five key criteria.
