Published requirement description

HFL Education’s requirement is to establish a multi supplier framework agreement for the provision of Management Information Systems for schools and education settings. There are 6 distinct Lots that tenderers are able to apply for, these lots are as follows;

▪ LOT 1 Cloud based MIS solution for a primary phase setting, ENGLAND

▪ LOT 2 Cloud based MIS solution for a secondary phase setting, ENGLAND

▪ LOT 3 Cloud based MIS solution for MATS, ENGLAND

▪ LOT 4 Cloud based MIS solution for a primary phase setting, WALES

▪ LOT 5 Cloud based MIS solution for a secondary phase setting, WALES

▪ LOT 6 Cloud based MIS solution for multiple schools, WALES

Published description of the framework

This procurement is for the first framework to be awarded under the Open Framework which is intended to operate for a period of two (2) or three (3) years after which a replacement framework will be awarded on substantially the same terms following a further procurement exercise. HFL Education intends to award a second framework for a period of two (2) or three (3) years following the first framework and a third framework for a period of two (2) or three (3) years following the second framework.

This ambiguity has created uncertainty around how the framework would operate in practice. As a result, we believe the procurement process can no longer deliver the outcomes required by us and our customers, who rely on the framework being clear, robust, and free from contention once awarded. Accordingly, we have decided to cancel the current procurement procedure, as permitted under the terms of the Invitation to Tender, and will not be making any contract awards in relation to: • LOT-0001. Primary phase setting, ENGLAND • LOT-0002. Secondary phase setting, ENGLAND • LOT-0003. MATS, ENGLAND • LOT-0004. Primary phase setting, WALES • LOT-0005. Secondary phase setting, WALES • LOT-0006. Multiple schools, WALES We extend our thanks to all bidders for their interest and engagement. Should the opportunity be re-advertised, it will be conducted in accordance with the Public Procurement Act 2023, with notice published via the Government's Find a Tender Service.
