  "description": "The Services to which this Notice relates fall within Regulations 74 to 76 of the Public Contracts Regulations 2015 (Regulations).\nAlthough HEIW may voluntarily adopt certain provisions in the Regulations neither the employment of any terminology nor any other indication shall be taken to mean that the contracting authority intends to hold itself bound by any of the Regulations save those applicable to services falling within Regulations 74 to 76. Bidders to note that they will be required to enter into terms and conditions of contract as set out in the tender documents and that save for matters of clarification or consistency, HEIW will not negotiate the terms. As this is a procurement that falls under the Light Touch Regime, HEIW is proposing to use a procurement procedure which is akin to the open procedure. All tender costs and any liabilities incurred by bidders shall be the sole responsibility of the bidders. HEIW reserves the right to award the Contract in whole or in part. HEIW reserves the right to pause, halt, abandon and/or annul the tendering process and not to award any or all the Contracts. The Contracts to which this procurement relates are funded via Welsh Government funding, refer to the contract terms and conditions and the ITT for rights reserved to the contracting authority should the said funding cease or reduce.   "description": "In line with the Public Contracts Regulations 2015, NHS Wales Procurement Services and HEIW wish to hold a Preliminary Market Consultation event prior to launching a procurement procedure for the delivery of ultrasound education and training services. As such, discussions will be held with education providers prior to starting a procurement procedure, the purpose being to both inform education providers and to allow Procurement Services and HEIW to seek advice in the planning and conduct of the procurement procedure. Procurement Services and HEIW will run the Preliminary Market Consultation event virtually via Microsoft Teams on Wednesday 22nd November 2023, starting at 10:00am. Potential bidders will be provided with further insight into the requirement and given the opportunity to ask questions. In order to help define the requirement and to develop the contract’s requirement, following the presentation/Q&A session, potential bidders will have an opportunity to have a 1:1 with HEIW representatives (maximum 10 minute allocated slot).
