Published requirement descriptionThe contract comprises the heavy overhaul, repair, testing and recertification of London Underground Switch Tilter (LUST) Wagons and associated lifting equipment used to support the Modular Points and Crossings (MPaC) system and track renewal activities across the London Underground network.
The scope includes the overhaul and refurbishment of eight (8) LUST Wagons, six (6) lifting beams and sixty-four (64) pairs of cross and connector beams, together with associated inspection, testing, certification and assurance activities necessary to return the assets to operational service.
The contract also includes the repair of damage arising from a shunting incident, the provision of materials, replacement components, spare parts, annual maintenance support and any associated arising works identified during inspections and strip-down activities.
The works require specialist engineering, manufacturing, mechanical, electrical, welding, non-destructive testing (NDT), lifting equipment inspection and rail asset overhaul capabilities to ensure the assets remain safe, compliant and fit for operational use.
The contract supports the life extension of critical engineering vehicles and lifting equipment assets and contributes to the continued delivery of London Underground infrastructure renewal and maintenance programmes.
- How the procedure runs: Transport for London (TfL) will conduct this procurement using the Competitive Flexible Procedure in accordance with the Procurement Act 2023. The procedure will be structured as a multi-stage process, allowing for evaluation, clarification and refinement of bidder proposals while maintaining transparency, fairness and competition. The anticipated process is as follows: Stage 1 - Initial Tender Submission Bidders will be invited to submit an initial tender response, including technical, programme, quality, HSQE and commercial proposals. Submissions will be evaluated against the published award criteria to assess compliance, capability and initial value for money. Stage 2 - Clarification and Negotiation TfL may enter into one or more rounds of structured clarification and negotiation with bidders who submit compliant tenders. These discussions may cover, but are not limited to: Technical methodology and delivery approach Programme assumptions and sequencing Quality assurance and testing regimes Supply chain arrangements Risk allocation and commercial positions Pricing structure and key cost drivers The purpose of this stage is to refine and improve proposals to ensure they are deliverable, compliant and provide best value. Stage 3 - Best and Final Offer (BAFO) Following clarification and negotiation, bidders will be invited to submit a Best and Final Offer (BAFO). BAFO submissions will represent each bidder's final position and will form the basis of final evaluation. Stage 4 - Final Evaluation and Award Final tenders will be evaluated in accordance with the published criteria to identify the Most Advantageous Tender (MAT). TfL will then proceed to contract award following the applicable standstill period.

Bidders are required to register their interest in this procurement by submitting an Expression of Interest (EOI) via email to the contact details provided in this notice.
The deadline for submission of EOIs is 24th June 2026.
To participate in this procurement, bidders must hold relevant and valid RISQS accreditation appropriate to the scope of works at the point of tender submission.
Bidders who do not hold the required RISQS accreditation will not be permitted to participate further in the procurement process.

These sessions will explore supplier capability, delivery approaches, technical considerations, risks, and programme feasibility relating to the heavy overhaul of the LUST wagons and associated lifting accessories.

Participation is open to organisations with the capability and competence to undertake heavy overhaul of specialist rail vehicles and lifting equipment.
Suppliers must be fully registered and verified on the Railway Industry Supplier Qualification Scheme (RISQS) to participate in this market engagement. This requirement ensures that suppliers meet the necessary railway safety, quality, and compliance standards expected within London Underground and Network Rail operational environments.
TfL particularly welcomes interest from:
- Heavy maintenance providers with experience in complex rolling stock or on‑track plant
- Organisations with capability in lifting equipment overhaul, LOLER inspection, and hydraulic/pneumatic systems
- Suppliers active in UK rail supply chains and already established within RISQS
Suppliers will be required to complete and return the Market Sounding Questionnaire (MSQ) before any engagement call is arranged. The MSQ will provide the written evidence needed to demonstrate supplier capability, compliance with London Underground standards, and understanding of the overhaul scope set out within the Specification.
