Coverage: 95 active published awards; 14 bid reports (which may be per lot). Supplier values exclude multi-supplier awards, frameworks and DPS, and use GBP only. They are published award values, not payments. Published-to-award variance compares single-lot, single-award, single-supplier GBP procedures with explicitly non-framework/non-DPS status; increases remain in the average. Unpublished data stays unknown. Awarded suppliers are winners, not all bidders.

What is being bought
The Authority has a requirement to enter into a contract to provide specialised road surfacing system services. The service requirement is for planned work and will consist of the supply of specialist surfacing materials and fitting. The scope of the services will cover the county of Lancashire.
The contracted provision will be required to provide a surface system that uses BBA HAPAS-approved materials. These must be designed for use on heavily trafficked roads, trunk roads, industrial estates, bus lanes, and urban areas where exceptional resistance to deformation, fuel resistance, and durability are essential.
The surfacing system solution is a specially designed open-graded bituminous macadam matrix that is followed with the application of a proprietary two-part epoxy or polyurethane-based cementitious grout, designed to fully penetrate and cure within the macadam structure. The finished result is high skid resistance, exceptional resistance to deformation, fuel resistance, and durability.
A minimum of 5-year guarantee is required for any material / solution that is proposed during the tender process and assurance must be provided that the surface will neither disintegrate nor require repairs during the 5-year period.
There will be one contractor appointed for this contract.
The commencement date of the Contract will be 1st April 2026.
