This project requires a highly specialised combination of expertise in digital twin technology, building optimisation, and energy efficiency modelling, which Twelvetrees and Hysopt uniquely provide. A competitive process was considered, however, market engagement found no alternative suppliers capable of delivering the full scope of the project. This absence of competition created a technical constraint leaving no reasonable alternative for efficient project delivery. Furthermore, due to the project's complex and iterative nature, appointing alternatives at different project stages would result in losing critical knowledge gained during earlier stages. This would lead to unnecessary duplication of work, creating higher costs and technical inefficiencies.
