What is being bought
Wigan Council Public Health is undertaking early market engagement to inform the future commissioning of a new Healthy Child Programme (HCP) Connected Parents
The proposed service will provide a community-based offer for parents, carers and families of children and young people aged 0-19 years, and up to 25 years for young people with SEND, with a particular focus on the first 1001 days and adolescence as key developmental periods. The service will be centred around 5 key areas.
• Parenting Confidence and Family Relationships - Supporting parents and carers to build confidence, strengthen relationships with their children and young people, develop peer connections and access opportunities for shared learning through all stages of childhood and adolescence.
• Infant Feeding, Food and Nutrition - Delivering a community-based infant feeding offer through paid peer support, alongside activities that promote healthy nutrition, responsive feeding, oral health and access to community food resources.
• Key Transitions and Development - Increasing confidence and community connections during important developmental stages including pregnancy, transition to parenthood, the first 1001 days, school transitions, adolescence and transition to adulthood for young people with SEND.
• Community Capacity and Connected Communities - Developing volunteering opportunities, peer support networks, parent leadership and community participation, helping families become more connected to neighbourhood assets, opportunities and services.
• VCFSE Development and Community Wealth Building - Supporting the growth and sustainability of the local voluntary, community, faith and social enterprise (VCFSE) sector through partnership working, mentoring, coaching, micro-commissioning and community capacity building. A key ambition is to leave stronger community infrastructure and local capability at the end of the contract than existed at mobilisation.
The approach will complement the existing Public Health Nursing and Family Hub offer, strengthening community connectedness, parental confidence, participation, infant feeding, healthy nutrition and community capacity. A key ambition of the commission is to work alongside and strengthen the local Voluntary, Community, Faith and Social Enterprise (VCFSE) sector through partnership working, community development, mentoring and market-shaping approaches.
The purpose of this event is to:
• Share the proposed commissioning intentions and service model.
• Outline the developing specification and key requirements.
• Answer questions from potential providers.
• Promote and facilitate opportunities for collaboration, partnership working.
