Published requirement descriptionWiltshire Council is looking for a term highways design & management consultancy services contract. The consultant will be required to assist in producing and managing the successful delivery of highway schemes and to ensure compliance with statutory and legal requirements as well as additional design and planning projects as required. The consultant will be appointed as the principal designer in accordance with the construction (design and management) Regulations 2015 (CDM 2015).

Wiltshire Council, ‘the Council’, is conducting the procurement under the Procurement Act 2023 ("PA 2023") using the Competitive Flexible Procedure - Two-Stage Process. • Stage One Conditions of Participation (this stage) • Stage Two Invitation to Tender (ITT) Stage (Potential tenderers shortlisted to proceed to the ITT stage will be formally issued with the Stage Two ITT documents however draft this document is provided to ALL tenderers at Stage One - the Condition of Participation stage. This is to enable prospective tenderers to identify and determine whether the Council’s requirements are of interest. This Invitation to Tender relates to Stage Two of this Competitive Flexible Procedure.

Prospective Tenderers must pass all “Pass/Fail” questions in the PSQ and CAS and also provide sufficient evidence that they have suitable experience in delivering a similar or comparable service as per Part 3A of the PSQ.
Tenders that fail any of the questions in the PSQ and CAS or do not provide sufficient evidence that they have suitable experience in delivering a similar or comparable service without a reasonable justification why they are unable to meet the criteria specified within the question, will not be invited to participate in Stage Two – Invitation to Tender (ITT).
