What is being bought
Published requirement description- Main objective of the project This procurement will provide the Council with a single Contractor to provide a comprehensive building fabric works and reactive repair service for the Council’s property assets. The contract will deliver day to day operational buildings works, reactive repairs and minor projects. Activities would typically include unblocking drains, repairing broken windows and doors, minor refurbishment of kitchens and offices and fencing and paving works. All Council operated buildings and parks are in scope including offices, libraries, children’s centres, and day centres.
- Justification for contract duration Initially a total contract term of 5 years was proposed to mirror the other MTC contracts in existence, however this has been reduced to 4 years (2+1 + 1) in line with current requirements. The length of contract and value will ensure the Contract is attractive to a range of SME and national bidders and should not exclude any part of the market.
- No preliminary market engagement: A comprehensive preliminary market engagement exercise was already conducted prior to the publication of the tender notice. This engagement provided robust market insights, including supplier capabilities, potential risks, innovation opportunities, and commercial models. The findings were used to shape the procurement approach, refine the specification, and ensure the viability of the requirements. As the market conditions have not materially changed since that engagement, it was deemed proportionate and efficient not to duplicate the exercise, thereby avoiding unnecessary delays to the procurement process.
