- Published justification
ABUHB intends to award a contract to a provider that has previously delivered these services and has developed the specialist knowledge, operational arrangements, referral networks and delivery mechanisms required for the programme. Whilst there is currently no contract in place, the proposed award relates to the continuation of previously established service delivery and associated programme outcomes.
The requirement is closely aligned to externally funded activity, including Welsh Government funding, and continuity of delivery is essential to ensure that funding objectives can continue to be achieved within required timescales.
- Risks
Risks to contract performance include delays in mobilisation, disruption to established referral pathways and reduced continuity of service delivery. The programme contributes to the delivery of externally funded objectives, including Welsh Government initiatives, and interruption or delay could impact the timely achievement of intended outcomes. An alternative provider would require significant mobilisation and development of operational arrangements, increasing the risk of implementation delays and reduced effectiveness during transition.
