Jisc Services Limited, a subsidiary of Jisc is the Contracting Authority. This document is the Invitation to tender (ITT) for Group messaging framework. Jisc Services Limited (JSL) is seeking to establish a multi-supplier framework to provide an SMS service for the Jisc community for a period of four (4) years commencing in October 2026. The framework provides a centrally hosted SMS group messaging platform that enables Customers to send messages to individuals or groups through a secure web-based portal and associated APIs. Typical use cases include emergency and business continuity notifications, student and learner communications, attendance and welfare alerts, timetable and course updates, appointment reminders, operational notifications, and other time-sensitive communications. Suppliers may also offer additional communication channels, integrations, and automation capabilities alongside the core SMS service. The service is primarily intended for the UK education, research and public sector communities and must be capable of supporting Customers ranging from individual schools and colleges to large universities, research organisations and public bodies.

"description": "Jisc operate a UK‑wide SMS (text messaging) service designed primarily for universities, colleges, and other education and research organisations connected to the Janet network. The service is a framework of approved SMS suppliers that Janet-connected customers can access source a supplier to buy and run messaging services. The core purpose of the service is to enable operators at each user organisation to manipulate text messages and send them to designated users. The service must provide the ability for authorised administrators at each organisation to manage operator accounts, including their creation and deletion. \nAppointment to the framework will be via a competitive PA23 procurement procedure.\n•\tThis notice is issued for transparency and advance market awareness only. It does not constitute the commencement of a procurement process, an invitation to tender, or a commitment by Jisc to procure any goods, services, or works.\n•\tAny contract values stated in this notice are indicative only and subject to change. "description": "JSL is publishing this Pre Market Engagement to; -Gain a better understanding of suppliers' capabilities, experiences, innovations and challenges. -Inform suppliers about the project's scope. In response to the requirements of the Janet community, JSL first procured a Short Messaging Service, Janet txt, in April 2007. The service was subsequently re-procured in 2010, 2014, 2018 and 2022 for respective 4-year terms. The current framework agreement is due to expire in April 2026. This will continue to be a Jisc branded service but fully managed by the supplier. The supplier will be responsible for providing, operating, and maintaining the platform and infrastructure upon which the service operates. The core purpose of the service is to enable operators at each user organisation to manipulate text messages and send them to designated users. The service must provide the ability for authorised administrators at each organisation to manage operator accounts, including their creation and deletion. The service will be available 24 hours per day, 365 days per year. The supplier will provide full support to user organisations for all issues relating to the service. To reflect evolving communication needs across the research and education sector, the next iteration of the service will also encourage the adoption of modern messaging platforms (e.g. Microsoft Teams, WhatsApp, Slack, and push notifications) alongside SMS, through a phased omnichannel roadmap.",
