What is being bought

Brent Council is conducting soft market engagement with relevant service providers in relation to its Grounds Maintenance service arrangements from April 1st 2023 onward, when the Council’s existing contract for these services is due to end. The Council would like to gain an understanding of the potential level of interest within the private sector to provide this service in Brent. It would also like to specifically engage around its proposed procurement route, its intended service scope, and how service providers can assist the Council in delivering against its Green Infrastructure ambitions and its Climate & Ecological Emergency Strategy objectives for Brent. To access further details and documents, please visit https://www.londontenders.org/ to express your interest and download all relevant documents.

Lot 1

The Council would like to gain an understanding of the potential level of interest within the private sector to provide this service in Brent. It would also like to specifically engage around its proposed procurement route, its intended service scope, and how service providers can assist the Council in delivering against its Green Infrastructure ambitions and its Climate & Ecological Emergency Strategy objectives for Brent. The engagement is intended to raise awareness of the Council’s requirements for the service, to help in the development of tender documentation and to provide an opportunity for service providers to contribute to the design of future service delivery. We would welcome expressions of interest from service providers interested in meeting with the Council between 20 September and 1 October (dates for an online meeting to be agreed through correspondence between the Council and individual providers). Please note that this notice does not commit the Council to any future competition or award. Participation in this soft market engagement will not prejudice suppliers participating in any future procurement. Service providers interested in attending an online meeting with the Council on these topics must register their interest by submitting a completed ‘expression of interest’ form using the messaging system of the online portal no later than 12:00pm (Noon) on Friday 17 September. Providers are also asked to complete the questionnaire attached with the form and to submit through the portal by the same deadline.

Comparable-procurement analytics

Benchmarked against retained Find a Tender procedures with CPV division 77. The category anchor is Agricultural, forestry, horticultural, aquacultural and apicultural services (77000000); this is a deliberately broad market comparator. The comparison is shown at several levels rather than pretending one company or region is always the best benchmark.

“Reported bids” is an official aggregate, sometimes reported per lot; it is the closest available competition measure. “Named award suppliers” are winners, not all applicants.

Price-outcome signal

Not enough comparable procedures currently publish both a GBP tender value and a usable lowest-valid-bid value to calculate a responsible price-reduction benchmark. Tenderline deliberately does not infer a saving from named award suppliers or from missing award values.
