What is being bought
The contract will cover the delivery of planned and response grounds maintenance services, including (but not limited to) formal and informal grass cutting and removal of arisings; weed and moss control; maintenance of litter-free rough grass, planted woodland, and hard/landscaped areas; cutting of wildflower areas; litter lifting; cleaning of river beds and culverts (including grills); hedge trimming; seasonal bedding and works to herbaceous borders; and inspections and reporting of defects such as holes, ruts and tracks.
The contract will also include reactive and response works, including the planting of new and replacement trees, shrubs, hedges and bulbs; trimming and pruning of shrub beds; the design of landscape features; the design, planting, establishment and maintenance of bedding schemes; bonfire removal and post-burn clearance; associated reinstatement works; and any other works as instructed by the Client.
In addition, the contract will include associated inspection, survey and design services across NIHE properties.
The appointed contractor(s) will be responsible for delivering a fully managed service, including the provision of labour, materials, supervision, customer liaison, and full compliance with all statutory and health and safety requirements.
The contract is expected to be segmented into 6 lots.

The event will be held in person at Twickenham House, Ballymena, 59-71 Mount Street Ballymena BT43 6BP, on Monday 3rd August 2026. The event will take place in the Ground Floor Conference Room and is expected to last from approximately 10am until 12noon. Please report to reception upon arrival where a member of the NIHE market engagement team will meet attendees and escort them to and from the conference room. Attendees are requested to arrive between 09:15 and 09:45. The event is expected to be interactive with attendees encouraged to provide feedback and participate in Q&A. NIHE also expects to make use of Mentimeter (Menti). SUPPLIERS WISHING TO ATTEND MUST EXPRESS THEIR INTEREST NO LATER THAN 15:00 ON MONDAY 27TH JULY 2026 BY EMAILING CPROCUREMENT@NIHE.GOV.UK. Please mark your email for the attention of Martin McLaughlin; please use the following subject line: "P1229 Grounds Maintenance EoI [YOUR ORGANISATION NAME]". Please include the name, job title, and email address for each proposed attendee. Due to room capacity restrictions, attendance is limited to two representatives per organisation. Attendees may be required to sign the visitors' register on arrival. An attendance record may also be maintained by a member of the market engagement team. Please note that parking is not available on site. Smoking and vaping are not permitted on or in NIHE premises.
