Strategic Environmental Assessment (SEA) - Greater Manchester Joint Minerals and Waste Plan

The Greater Manchester Combined Authority is undertaking an expression of interest for the following:

Strategic Environmental Assessment (SEA) to support the forthcoming Greater Manchester Joint Minerals and Waste Plan (GMJMWP).

The 10 Greater Manchester authorities (Bolton, Bury, Manchester, Oldham, Rochdale, Salford, Stockport, Tameside, Trafford and Wigan) are working together to produce the Greater Manchester Joint Minerals and Waste Plan. This will be a single plan to replace the existing Minerals Plan and Waste Plan, which were adopted in 2013 and 2012 respectively. The plan will be developed working in partnership with local authorities and a specialist third-party and will be produced in line with the Town and Country Planning (Local Planning)(England) Regulations 2026 under the new plan-making system. The SEA will be required as part of this work, to identify any environmental effects as a result of implementing the plan, and any reasonable alternatives. The timetable for the GMJMWP is to be agreed but, under transitional arrangements set out in the 2026 Regulations, the 10 authorities are required to give notice of commencement of plan making before 31st December 2026 and to pass through Gateway 1 by 30th April 2027.

The proposed commission comprises the following activities:

  • Strategic Environmental Assessment for Greater Manchester Joint Minerals and Waste Plan
  • Preparation and consultation on the scope and level of detail of the SEA Environmental Report. This will run at the same time as the consultation on the proposed minerals and waste plan content and evidence.
  • Preparation and consultation on the proposed SEA Environmental Report. This will run at the same time as the as consultation on the proposed minerals and waste plan.
  • Review and finalise SEA Environmental Report prior to ‘Gateway 3’.

What to do with it
How often do SMEs win?
i

How often small and medium firms win.

Share of awards where the winner’s size is known.

The counts under this question show how many awards have a known supplier size.

Last 36 months.

Buyer: 114 of 259 known-size awards · market: CPV 9071 · North West England, n=33
44%45%

Small firms have won here. Neither number says whether you qualify; it describes who has been winning.

How often do local suppliers win?
i

How often local firms win similar work.

Winners with a registered address in the delivery region, out of awards with a known address.

Local means the winner is registered in the region where that award was delivered. The market figure counts awards delivered in North West England.

A local branch does not count if the registered address is elsewhere.

Last 36 months.

Buyer: 126 of 259 known-location awards · market: CPV 9071 · North West England, n=38
49%21%

Most of this buyer’s recorded winners were registered outside the region where that award was delivered.

How long to a decision?
i

How long buyers here take to decide after bids close.

Middle value in days from the bid deadline to the award date, on competitions that published both.

Only decided tenders count, so slow ones still waiting are not in.

Last 36 months.

Buyer: 21 decided notices · market: CPV 9071 · North West England, n=11
42 days41 days

Half of these awards have an award date within 42 days of the bid deadline.

How often single-bid or direct?
i

How often work is awarded with no recorded rival.

Direct awards and tenders where every published lot count shows one bid.

Both shares are minimums: some awards have no bid count.

Thin markets produce this too; it is not proof of a tailored specification.

Last 36 months.

Buyer: at least 246 of 359 procurements with awards had no recorded rival · market: CPV 9071 · North West England, n=46

About this data
  • Source. Official UK public procurement notices (Find a Tender), reused under the Open Government Licence v3.0. New notices arrive through the day; the figures are rebuilt nightly. Contracts Finder contracts appear on the Retender Radar, not yet in these figures.
  • Two views, kept apart. The authority’s own track record and the wider market for the same kind of work sit side by side and are never mixed. Where the local picture is too thin, a figure widens to a broader market and says which one it used.
  • Forecasts are labelled. The price forecast and its range, possible competitors and the earlier-work matches are our estimates from past awards: not published facts, not win chances and not price advice. Official notices do not say who is bidding.
  • Every figure shows what it rests on. Not every notice publishes a bid count, a value or a delivery region, so each figure carries the number of records behind it, and one built on few records is marked as such. The on a figure explains it; the counting rules are in the methodology. Spotted something wrong? Tell us.
