Procedure rationaleIt is the intention of WMGC Ltd to directly award this contract to the University of Birmingham due to nature of the service required falling into a concession threshold.
▪ The concession route allows for Workstream Leads to engage with the market giving ability to talk about the procurement before the actual process in procuring the service has taken place and, in that regard, the Workstream Leads on the Project Natalie King and Roger Mendonca engaged with the market through soft market testing which was also a call for requesting fully developed and costed proposals against a criterion which is SMART.
▪ The Concession route was considered because it gives the ability to be creative with the award criteria by linking the measurables to the subject matter of the contract by empowering the Workstream lead to consider the needs required to be achieved and developing a criterion of measurement to ensure that those needs are met |
