GLA 82810 Domestic Abuse Safe Accommodation (DASA) provision

To ensure the future commissioning model is robust, inclusive, and informed by lived experience and sector expertise, we are launching a multi-stage engagement programme to build on and refresh the existing evidence base. This engagement programme is designed to build consensus around design principles, explore delivery options, and prepare the market for future procurement opportunities and test our proposals with partners to ensure our requirements can be adequately met. The DASA preliminary market engagement seeks to build on the existing evidence base by engaging with providers and partners to understand: • The current position of the market for these services and how best to design this recommissioning exercise to achieve a mix of provision that reflects the diverse needs in London. • The wider interdependent web of capital and revenue funding that sustains the provision of safe accommodation in London. The risks and implications of changes to existing funding models on established provisions. • How the need for services has changed and how funding could be deployed in more effective ways to enable innovative services to address unmet need. • How funding could be deployed to foster collaboration between suppliers, local authorities, and wider partners. • What infrastructure capabilities would enable a more effective support arrangements for DA survivors. • To refresh our understanding of the needs and barriers faced by certain service user groups, and the specialist organisations that support them, such as children and young people, LGBTQ+ survivors, older victims, and male victims. Engagement opportunities will take the form of a series of co-designed workshops continuing through to a proposed design solution workshops/presentation. The approach to engagement is subject to change and may evolve in response to insights and feedback from stakeholders. How to express interest: We are committed to ensuring a transparent and fair process. To this end: • We will map all potential suppliers and explore broader routes to publicise and reach out to especially smaller third sector organisations. This may include publicising through newsletters/bulletins and other existing pathways used both at MOPAC and the GLA. • All suppliers expressing an interest will be given equal opportunity to engage. • Key insights and outputs from engagement activities will be shared with participants to ensure consistency of information. • Participation in market engagement will not give any supplier an advantage in any future procurement. • We will work with our internal MOPAC and GLA engagement teams to determine how best to reach out and engage effectively and safely with victims/survivors.
