Survey Data Enhancements: This workstream is required to provide the strategic survey data platform, providing a consistent front end for all survey data. The data stored on the existing survey data platform(s) will be migrated if necessary, and data types will be widened to ensure all relevant survey data is accessible through the strategic platform. The workstream’s scope includes: [DDaT] Design and implement the selected solution for the strategic survey data platform. [DDaT] Provide the required software licenses for the current and anticipated user requirements. [DDaT] Implement a process for adding new data sets to the Survey Data Portal, including automated assessments to ensure that the data meets the defined ‘survey quality’ standard. [Technical Authority] Migrate relevant users to the strategic platform. [DDaT] Migrate relevant datasets to the strategic platform through an agreed process. [DDaT] Decommission any redundant technologies replaced by the new programme deliverables. [Technical Authority] Provide guidance for buyers of survey data on where and how to check for existing survey data and understand what it can be used for. [DDaT] Implement any system interfaces / APIs required from the solution. [DDaT] Integrate with the replacement for GeoRINM Viewer (GRV) to enable users to identify what survey data is available in the Survey Data Platform through geospatial data layers. Complete the project delivery lifecycle with all required deliverables for each stage: [DDaT] Scoping: Document the project initiation deliverables to detail the requirements and delivery plan for the project. [DDaT] Design: Develop detailed design documents for the survey data portal and any integration required. [DDaT] Development: Build and configure the new system(s) and integration(s) according to the design specifications. [DDaT] Testing: Conduct thorough testing to ensure all developments function correctly and meet functional and non-functional requirements. [DDaT] Deployment: Implement the solutions into production and decommission any redundant technologies. [Technical Authority] Training: Provide training to relevant users on the new capabilities delivered. [DDaT] Technical Support: Establish a technical support framework to maintain the survey data platform and any relevant applications and integrations developed. Benchmarked against retained Find a Tender procedures with CPV division 48. The category anchor is Software package and information systems (48000000); this is a deliberately broad market comparator. The comparison is shown at several levels rather than pretending one company or region is always the best benchmark.
| Comparison set | Procedures | Reported bids per procedure | Named award suppliers | Price evidence |
|---|---|---|---|---|
| Market: CPV division 48 | 6,836 | 1 median · 9.6 average (2,488 of 6,836 with a bid count) | 1.7 average (2,927 of 6,836 with named award suppliers) | Not published |
| Same buyer | 9 | Not published | Not published | Not published |
| Similar published value (0.5×–2×) | 391 | 3 median · 3 average (1 of 391 with a bid count) | 1 average (1 of 391 with named award suppliers) | Not published |
“Reported bids” is an official aggregate, sometimes reported per lot; it is the closest available competition measure. “Named award suppliers” are winners, not all applicants.
Not enough comparable procedures currently publish both a GBP tender value and a usable lowest-valid-bid value to calculate a responsible price-reduction benchmark. Tenderline deliberately does not infer a saving from named award suppliers or from missing award values.
