Comparable-procurement analytics

Benchmarked against retained Find a Tender procedures with CPV division 72. The category anchor is IT services: consulting, software development, Internet and support (72000000); this is a deliberately broad market comparator. The comparison is shown at several levels rather than pretending one company or region is always the best benchmark.

Comparison setProceduresReported bids per procedureNamed award suppliersPrice evidence
Market: CPV division 727,8211 median · 15 average (3,011 of 7,821 with a bid count)1.9 average (3,597 of 7,821 with named award suppliers)Not published

Delivery region: UK2,4642 median · 31.7 average (838 of 2,464 with a bid count)2.8 average (1,068 of 2,464 with named award suppliers)Not published

“Reported bids” is an official aggregate, sometimes reported per lot; it is the closest available competition measure. “Named award suppliers” are winners, not all applicants.

Price-outcome signal

Not enough comparable procedures currently publish both a GBP tender value and a usable lowest-valid-bid value to calculate a responsible price-reduction benchmark. Tenderline deliberately does not infer a saving from named award suppliers or from missing award values.

"description": "The value provided in Section II.1.7 is only an estimate. We cannot guarantee to suppliers any business through this Commercial Agreement.\nAs part of this contract award notice the following can be accessed at: https://www.contractsfinder.service.gov.uk/Notice/4b76ed67-8eb2-4132-81a0-f747d86fea1c \n1) Redacted Commercial Agreement\n2) List of Successful Suppliers\n 3) Approved Customer list\n 4) Transparency Agenda\nOn 02/04/2014, Government introduced its Government Security Classifications (GSC) scheme which replaced Government Protective Marking Scheme (GPMS). A key aspect is the reduction in the number of security classifications used. All bidders were required to make themselves aware of the changes as it may impact this requirement. This link provides information on the GSC at: https://www.gov.uk/government/publications/government-security-classifications\nCyber Essentials is a mandatory requirement for Central Government contracts which involve handling personal information or provide certain ICT products/services. Government is taking steps to reduce the levels of cyber security risk in its supply chain through the Cyber Essentials scheme. The scheme defines a set of controls which, when implemented, will provide organisations with basic protection from the most prevalent forms of threat coming from the internet. To participate in this procurement, bidders were required to demonstrate they comply with the technical requirements prescribed by Cyber Essentials, for services under and in connection with this procurement.\nCCS reserved the right to award a framework to any bidder whose final score was within 1% of the last position. For Lot 4, 42 suppliers were awarded a place as opposed to the number of 40 places as was originally stated in the Contract Notice that was published on 19/02/2024.",

It applies to all information that the Government collects, stores, processes, generates or shares to deliver services and conduct business.\nMinimum standards of reliability:\nCCS may also assess whether the selection criteria (in respect of III.1.3\nTechnical and professional ability), as set out in the procurement documents, is met on request from a buyer prior to the proposed conclusion of a call-off contract with a value in excess of 20,000,000 GBP.\nIn-scope organisations accessing Cloud services through the Crown Commercial Service (CCS) G-Cloud Commercial Agreements should note that suppliers on these Agreements are required to demonstrate they comply with the Government’s Cloud Security Principles.\nFor information purposes bidders should state in question 1.46 of the selection questionnaire, if they have Cyber Essentials Plus or an equivalent which has been verified by an IASME registered Body as part of their service offer, but it is not a requirement of the Commercial Agreement for suppliers to hold this certification. As per PPN 09/23: Updates to the Cyber Essentials Scheme suppliers will be required to demonstrate they comply with the Government’s Cloud Security Principles.\nSome purchases under this framework Agreement may have requirements that can be met under this Framework Agreement but the purchase of which may be exempt from the Procurement Regulations (as defined in Attachment 1 – About the framework within the invitation to tender documentation). In such cases, Call-offs from this Framework will be unregulated purchases for the purposes of the Procurement Regulations, and the buyers may, at their discretion, modify the terms of the Framework and any Call-off Contracts to reflect that buyer’s specific needs.\nCCS reserves the right to award a framework to any bidder whose final score is within 1% of the last position. \nRegistering for access:\nThis procurement will be managed electronically via the eSourcing suite.
