This is a VEAT notice of Blaenau Gwent County Borough Council's (BGCBC) intention to award a service contract to Transport for Wales (TfW), to provide expert Project and Commercial Management along with technical advice and programme management to enable the delivery of an additional train service from Ebbw Vale to Newport, in support of the Frequency Enhancements to the existing Ebbw Valley Railway Line. Procedure rationaleThis VEAT notice is alerting the market of the Council's intention to award a service contract to Transport for Wales(TfW) via a sole source procedure and not via a competitive tender via OJEU. Transport for Wales (TfW) are a not-for-profit company owned by the Welsh Government and managed at arm’s length by its appointed board to oversee the delivery of transportation projects and operational aspects within the Wales and the Border region. TfW’s main objective is to drive forward the Welsh Government’s vision of a high quality, safe, integrated, affordable and accessible transport network as set out in Prosperity for All: The National Strategy. Further, TfW were established to assist in the discharge of ministerial functions in relation to transport, including providing consultancy services in procuring, designing and constructing the rail infrastructure of South Wales The Council intends to award the above contract following the application of a 10 day standstill period. The Standstill period will commence on the day following the publication of this notice and will end at midnight on the 10th Day thereafter.
