Procedure rationaleThe council has awarded the supermarket vouchers contract in reliance on the grounds for making a direct contract award provided under Regulation 32(2)(c) of the Public Contract Regulations 2015, that is, for reasons of extreme urgency brought about by unforeseeable events, the time limits for completing a regulated procurement procedure cannot be complied with. This is because the 3rd national lockdown and consequent school closures were unforeseen and Government funding announcements were at very short notice, hence there was insufficient time to plan and conduct a shortened tender process and enable mobilisation and implementation ahead of the beginning of the Easter holidays on 1st April 2021, the extension to the Winter Grant received on the 4th March 2021. |
