- How the procedure runs: This Procurement will be delivered under the Competitive Flexible Procedure, based on a multi-stage process, comprised of the following stages: Stage 1: Condition of Participation Stage Stage 2: Invitation to Negotiate Stage 3: Best and Final Offer Note that additional details of the process, including shortlisting criteria are contained within the tender suite.
