Prior publication of a contract notice in the Official Journal of the European Union is no longer appropriate.\nIt is considered that this contract can be placed using the Negotiated Procedure Without Prior Publication of a Contract Notice in the UK e-notification service (in accordance with the relevant legislation) pursuant to Regulation 16(1)(a)(ii) of the DSPCR 2011 (as amended) for Technical Reasons.\nThis is because General Dynamics UK Ltd are the Original Equipment Manufacturer (OEM) and Design Authority for the FHD platform, which has been in-service with the MoD since 2012 and supported by this supplier since then.  As the OEM they are the only supplier with the necessary technical data and required skills and experience to build FHD TDPs.",
