Procedure rationaleThe Wales and Borders passenger rail service has recently been transferred to public sector responsibility. In order to maintain business continuity and to minimise any risk and disruption to the rail services the purchase of the vehicles was required in a very short timescale. It is considered that this purchase represents value for money as the purchase price from the incumbent lease provider was significantly less than the estimated and benchmarked market values and also lower than the prices of purchasing through the public sector frameworks when combined with additional rental costs for the fleet for the 16 weeks lead time for vehicles from the framework. The vehicles are immediately available as they are already in use and therefore allows for risk free business continuity without any disruption to the rail service provision and demonstrates value for money in the short timescale to purchase. |
