What is being bought

Published requirement description

Liverpool Experience Campus (LEX) is looking for suitably qualified suppliers of event first aid and paramedic services for events that are held on Campus across the M&S Bank Arena, the Auditorium, Conference Centre and Exhibition Centre Liverpool. The aim for this service is to ensure that there is an appropriate level of medical, first aid and ambulance provision at an event to keep attendees safe and minimise the impact on local NHS services.

The supplier will be required to:

  • Undertake a medical, ambulance and first aid assessment
  • Produce a medical staffing plan prior to each event to ensure that staff are deployed appropriately
  • Provide medical provision for the full duration of each event, including build up and derig

Further information can be found within the tender documentation, which is available via Delta eSourcing Portal.

LEX is looking to award an initial 2-year contract with the option to extend for a further 2-year period. Extension will be at the sole discretion of LEX. The contract has been valued at approximately £100,000 per year and therefore is valued at £400,000 for the entire contract including optional extensions.

The contract start date will be approximately Thursday 1st April 2027. However, the exact start date will need to be flexible depending on LEX event bookings scheduled during this Easter holiday time. For example, if there is an event that covers the Easter school holidays and ends on Sunday 4th April 2027, then this contract will commence on Monday 5th April 2027. The exact start date will be confirmed to the successful tenderer either on contract award or event confirmation – whichever is sooner.

Tenderers are invited to attend an individual tenderer’s tour of the Liverpool Experience Campus operations to view the site and operational areas that are currently used for first aid and paramedic services to assist in tender preparation. These site visits will be available at the sole discretion of LEX between the dates of Tuesday 3rd and Friday 13th November 2026 and will be allocated on a first come, first served basis. Tenderers are required to contact the procurement team as soon as possible via the Delta eSourcing Portal messaging facility to arrange this. Any requests received after Friday 13th November 2026 may not be considered by LEX due to operational and security constraints.

What this means for your bid
  • Price carries 30 of 100 points: a 10% discount moves about 3 points. The method statement decides this lot, not the discount.
  • Turnover usually expected at this size: about £399,453 (twice the annual value).

Price arithmetic assumes straight proportional scoring; the tender pack may use another formula. Turnover is an indicative market norm (≈2× annual value), not a published condition.

How often do local suppliers win?
i

How often local firms win similar work.

Winners with a registered address in the delivery region, out of awards with a known address.

Local means the winner is registered in the region where that award was delivered. The market figure counts awards delivered in North West England.

A local branch does not count if the registered address is elsewhere.

About this data
  • Source. Official UK public procurement notices (Find a Tender), reused under the Open Government Licence v3.0. New notices arrive through the day; the figures are rebuilt nightly.
  • Two views, kept apart. The authority’s own track record and the wider market for the same kind of work sit side by side and are never mixed. Where the local picture is too thin, a figure widens to a broader market and says which one it used.
  • Forecasts are labelled. The price forecast and its range, possible competitors and the earlier-work matches are our estimates from past awards: not published facts, not win chances and not price advice. Official notices do not say who is bidding.
  • Every figure shows what it rests on. Not every notice publishes a bid count, a value or a delivery region, so each figure carries the number of records behind it, and one built on few records is marked as such. The on a figure explains it; the counting rules are in the methodology. Spotted something wrong? Tell us.
