Published requirement descriptionBuilding Compliance Fire Safety Services Framework which delivers vital services in this core area of building management compliance throughout the Forestry Commission Estate.
The Supplier must be qualified and competent in providing professional advice on fire safety, undertaking fire risk assessments or audits and general fire safety advice including policy and procedure. This service will focus on the built estate and not the wider public forest estate (wildfire) though as part of risk assessments there will be a need to consider adjoining areas and land uses.
The Supplier must be familiar with the Regulatory Reform (Fire Safety) Order 2005 (as amended), the Fire Safety Act 2021, Fire safety (England) Regulations 2022, Building Safety Act 2022 and provide a service and outputs that are in accordance with them including anything that the local fire and rescue authority may require.
- The authority expects to re-tender this requirement around 1 Sept 2029, 23:59 BST.
- No preliminary market engagement: Pre-Market Engagement took place when this requirement was first tendered with notice 2025/S 000-020957 which comprised several Lots. This was done to evaluate the interest and availability of a market on a national level. Respondents confirmed that there was sufficient interest and ability within the market to place the Framework on a national level. As a result of this all lots were competed on a national level. No additional Pre-Market Engagement was undertaken for the re-tendering of the Fire Safety Lot.

Published description of the framework
All Orders are direct awarded to the first placed Supplier following the award of the framework without re-opening competition process defined in Framework Agreement Clause 4.2. In the event the first placed Supplier: • is unable to complete the works within the timescales required, • has an open red Health & Safety Condition, • is unable to meet a specific requirement (this requirement is in the overall Framework Scope but more unique or specialist than usual), • does not submit a quotation or agree to complete the work in accordance with the Framework Price Matrix, or • declines to quote, the work is awarded to the second placed Supplier on the framework.
