  • Change The contract term is being extended by six months from 30 September 2027 to 30 March 2028. The extension is required to maintain continuity of the Life in the UK Test service whilst the replacement procurement is completed and mobilisation and transition activities are undertaken. There are no changes to the scope of services, pricing arrangements, supplier obligations, governance arrangements, performance requirements or overall commercial model. The modification relates solely to a time-limited extension of the existing contract term. A previous contract modification increased the approved contract value to £22,857,999 to reflect higher-than-forecast service demand. The current modification increases the estimated contract value to £28,263,003. — Need for additional works, services or supplies by the original contractor/concessionaire: The Life in the UK Test service is a critical statutory service supported by an established network of test centres, booking systems, customer support processes, trained delivery personnel, fraud prevention controls, management information reporting, security arrangements and contractual performance mechanisms. Appointing an alternative supplier for a short interim period would result in services that are different from or incompatible with those currently provided and would create disproportionate technical difficulties associated with mobilisation, systems integration, operational readiness testing, assurance activity and implementation of a temporary service before transitioning again to the supplier appointed through the replacement procurement. A change of supplier would also result in significant inconvenience and substantial duplication of costs for the Home Office, including procurement activity, supplier onboarding, mobilisation, governance activity, contract management, business change activity, operational readiness assessments and transition costs which would subsequently need to be repeated when transitioning to the supplier appointed through the replacement procurement. The modification is therefore required to maintain continuity of the Life in the UK Test service whilst the replacement procurement is completed and mobilisation and transition activities are undertaken.
